| Subsidy is one of a policy tools used by the government to achieve social and economic goals,especially energy subsidy,which can make up for market failure caused by energy externalities,protect domestic enterprises,avoid unemployment,reduce poverty,and provide diversified energy services for specific groups.But at present,fossil energy subsidies account for the vast majority,which will push social production and consumption to an invalid path.However,in the existing literature,there is little research on the mechanism of fossil energy subsidies on technological progress,especially on the impact of technology bias.Therefore,it is of great significance to study the mechanism of fossil energy on biased technology.This paper studies the following problems:First,based on the policies,we measured the varieties of energy subsidies in 2003-2017 excluding environmental costs.The results show that the coal subsidies tend to be zero after 2013;the gasoline and diesel subsidies change greatly,even show a negative situation;the natural gas subsidies show a trend of rising first and then declining.Secondly,the bias of technological elements in China is distinguished.In the framework of KLE,the data envelopment analysis is used to measure the IB TECH index of 30 provinces and cities in China from 2003 to 2017.The results show that the biased technological progress of most regions can improve productivity,and it tends to save labor between energy and labor,and to save energy between energy and capital.Thirdly,the mechanism of energy subsidies on biased technological progress is investigated.The Ⅳ probit model is established among different factor groups,and it is found that the energy subsidy rate has different influence on the biased technology o among different factor groups,and the regional levels are also slightly different.Finally,based on the research of this paper,this paper puts forward some policy suggestions. |
