The acceleration of product renewal and iteration leads to more and more significant problems of resource waste and carbon emissions.The "low carbon economy" marked by low energy consumption and low emissions is becoming the common choice for the economic development of enterprises,and the introduction of relevant laws and regulations also provides a solid guarantee for the recovery and recycling of waste products.In addition,it has become an imperative trend for countries and regions to reduce carbon emissions at present,and relevant institutions have put forward many effective measures and policies,among which the more influential ones are carbon tax policy and carbon cap and trade policy,which is bound to lead to the operating environment of many enterprises different from the past.Moreover,with the rapid development of economy,the substantial improvement of productivity and the continuous progress of production mode,supply chain competition is becoming more and more popular,and the competition environment is becoming more and more complex,which has become a problem that cannot be ignored in the design of supply chain network.Under the background of economic globalization,the traditional competition model among nodes of a certain level of supply chain network has been gradually replaced by the competition model among supply chains.To sum up,this paper studied the design of the closed-loop supply chain network considering carbon policy in the competitive environment of supply chain,and provided the optimal facility location strategy and product production-distribution strategy for the closed-loop supply chain network(to be designed)in the competitive and carbon policy environment so as to make it achieve the maximum profit.The main contents of this paper are as follows:First,considering the competitive environment of the enterprise in the closed-loop supply chain(to be designed)between new products and remanufactured products,and between products sold in another supply chain(existing),the closed-loop supply chain network is taken as the research object,and the research is divided into the following two cases:(1)Closed-loop supply chain network design considering random recovery quality under carbon tax policy;(2)Closed-loop supply chain network design considering random recovery quality under carbon trading policy.Then,assuming that the market demand is only related to the price of its own products and the price of competitive products,a bi-level(supply chain network structure level and production-distribution level)one-cycle model is established to study the facility location strategy and product production distribution strategy of the closed-loop supply chain network under two carbon policies.Then the variational inequality is used to describe the conditions for the state of Nash equilibrium.Meanwhile,the specific steps of the correction projection shrinkage algorithm are given.Then,the model is optimized and solved with optimization software MATLAB R2017a.Some management implications can be obtained to help supply chain decision maker to make decision.And taking Company A as an example,the model established in this paper is applied and analyzed with its case background,and the usability of the model and algorithm in this paper is verified through examples.The research results of this paper show that:(1)The decision variables of the structure level model of the supply chain network(to be designed)will be affected by the unit carbon tax or the unit price of carbon trading.With the growth of one or the other,the decision makers of the supply chain to be designed will tend to choose a more low-carbon supply chain network.(2)The logistics quantity between nodes in the two supply chain networks and the unit price of each product,namely the decision variable of the production-distribution level model,are also affected by the unit carbon tax or unit price of carbon trading.After the implementation of carbon policy,the closed-loop supply chain network has a greater competitive advantage,and this advantage will gradually increase with the increase of unit carbon tax or unit price of carbon trading.(3)The government can balance the relationship between carbon emissions and emission governance costs by adjusting the unit carbon tax.In addition,the government can also change the supply and demand relationship in the carbon trading market by regulating the carbon caps allocated to enterprises,to adjust the carbon trading unit price in the carbon trading market,thus exerting an influence on the design decisions of the supply chain network of enterprises.(4)After the government implements the carbon policy,it will force the enterprises that only have a forward supply chain to carry out technological innovation or product recycling and remanufacturing,to promote the transformation of enterprises to low carbonization.
