The economy and technology have achieved rapid development in the current era,but in the civil aviation business system,the airport’s air traffic management department(ATM)is still in the original mechanized structure management mode,and the overly simple organizational structure can no longer make the airport’s ATM better adapt to the changes in the environment.Relevant practitioners have been trying to explore the way to change.Structure is the framework of the organization,the basis for the realization of the organization’s development strategy,and the bottleneck that the organization must first face in the process of continuous development.Domestic and foreign management cases and research results show that excellent organizational structure can make effective strategic decisions with high consistency,achieve consistency in decision-making at the bottom of the organization,and allow excellent talents and teams to benefit from the structure and play a maximum role.Therefore,if the structure of an organization cannot match the environment,strategy,scale,culture and other factors,then the organization will inevitably face great difficulties and even lose.Therefore,if domestic airports’ ATMs want to break through the existing difficulties,they should take contingency thinking as the guide,adapt to internal and external changes with an open mind,constantly adjust the development strategy,and at the same time,carry out continuous changes in the organizational structure to match the strategic objectives and development plans,improve the organizational resilience,and finally achieve the industrial goal of enhancing the operational efficiency of the organization and improving the level of security.First of all,taking the air traffic management department of L Airport Group as the research object,this paper systematically introduces the theoretical knowledge and research results of organizational structure,organizational structure optimization design,contingency theory,air traffic management department reform and other aspects.By reviewing the research status of domestic and foreign organization structure theory,contingency theory,air traffic control organization reform and other related theories,and combining with the preliminary reform ideas of L Airport Group on the air traffic management department,this paper analyzes the outstanding problems and reasons of the organization structure of ATM in airports represented by L Airport Group.Secondly,this paper uses contingency theory to analyze the internal and external environment,development strategy,technical level and other contingency factors that affect the optimization design of the organization structure of the air traffic management department of L Airport Group.By combining the actual situation,the overall design of the organization structure optimization plan of the department is carried out,with the purpose of effectively connecting the organization structure with various contingency factors,improving the management level and organizational efficiency,and comprehensively enhancing the safety assurance ability.Finally,in view of the problems encountered in promoting the structural optimization,the paper summarizes the safeguards to ensure the effective implementation of the organizational structure optimization plan.
