| Under the multiple backgrounds of severe health challenges,urgent needs of building a healthy China and a child-friendly city and community,how to improve the children’s health level to alleviate aging and declining birthrate has become a major research topic,and how to allocate the urban health resources to improve children’s health level is the key of it.In addition,the community life circle,as the basic unit of residential area planning and construction in China,has positive significance for promoting the organization of urban spatial structure,building a healthy community and balancing the allocation of urban health resources.However,there are few studies on the layout and optimization of urban children’s health resources based on the scale of community life circle now.Based on this,this paper conducts evaluation research on children’s health resources at the urban and community levels in Changsha,so as to provide some reference for the balanced distribution of health resources,the development of child-friendly and health undertakings and the construction of healthy China.The article focused on answering these three questions:"How to evaluate the city’s health resources for children based on the 15-minute community life circle?""How are the children’s health resources distributed in Changsha?" and"How to optimize the children’s health resources based on the 15-minute community life?".Firstly,the research summarized the progress of community life circle,health resources,child-friendly citiy and community,and children’s physical and mental development characteristics,which provides theoretical basis for the follow-up research of this paper.Secondly,the research constructed a set of methods to evaluate the children’s health resources by classifying children’s health resources,establishing the allocation standard of children’s health resources,and learning the related the evaluation techniques and methods of health resources,which covering both subjective and objective dimensions and macro(city)and micro(community)levels.Thirdly,the research evaluated the children’s health resources on the 15-minute life circle in Changsha by using the established evaluation method.And choose two typical community,Amiling Community(old community)and Changsha Wanke Charming City Community(new community),to evaluate,in order to know the children’s awareness,needs,satisfaction for the health resources,and to know how are the children’s health resources distributed.Fourthly,the research proposed the goal of optimizing the allocation of children’s health resources based on community life circle,by learning the experience of constructing a child-friendly city and community life circle..The study found that:(1)The number of children’s health resources in Changsha needs to be increased,and the service capacity of the health resources needs to be improved.In addition,the overall spatial layout of the health resources in city is different,showing obvious"center-periphery" distribution characteristics.(2)There are some common problems in two communities,such as incomplete allocation of children’s health resources,the quality of some children’s health resources needs to be improved,and the proportion of profitable children’s health resources is significant.(3)The old communities have more health resources,but less kinds of health resources.And although the quality of the health resources in old communities is not good,but the children lives here are satisfied with them.(4)The newly-built community has more kinds of health resources and less quantity of health resources.And children lives here is not satisfied with their health resources.(5)It is beneficial to the allocation and optimization of children’s health resources by establishing clear standards for the allocation of children’s health resources,constructing differentiated systems for the allocation and optimization of children’s health resources in new and old communities,and establish multi-participation mechanism to enhance children’s participation. |
