Research On Shipyard Labor Settlement Management Based On Task Packages

With the implementation of the National 14 th Five-Year Plan,the concept of information and intelligence has gradually penetrated into all fields.On October 2022,the Ministry of Industry and Information Technology updated eight ship industry standards,such as the Management Regulations on the Management of Hidden Dangers of Enterprises in the Shipbuilding Industry,which put forward higher requirements on the information technology of construction management in the shipbuilding industry.The realization of shipyard management informatization is important in promoting the digitalization and intelligence of shipbuilding industry construction.Shipbuilding is a typical discrete manufacturing industry with large demand for laborer,which leads to high labor settlement costs and proportion of labor costs.Exploring the methods of labor settlement management is the way to control reasonable cost and reduce expenditure.The current settlement processes of most shipbuilding enterprises are not perfect and still present several problems,such as the lack of clear process of settlement and definite scope of tasks.Based on the task packages,the settlement is combined with modern shipbuilding theory.By this way,the established perfect settlement system is a feasible solution to improve settlement efficiency.This thesis set job breakdown as the entry point,combined the finely decomposed task package,took the whole process of shipbuilding labor settlement as the research object,proposed formulate budget based on task package.In this way this thesis can guide a refined settlement management system of shipyard labor settlement and regulate the control process of shipyard labor settlement.On this basis,shipyard labor settlement management system was built to realize shipyard management information and improved settlement management efficiency.The main research work was as follows.(1)We took the national policy and the current situation of the industry as the entry point,and then explained the plan of shipyard labor settlement management based on task package through elaborating the research background and significance of shipyard labor settlement management.(2)This thesis summarized the current situation of shipyard labor settlement and propose a standardized and refined work breakdown structure by combining target cost method and PDCA cycle.It can formulate a refined decomposition budget,analyze the settlement methods of fixed task package,modified task package,temporary task package and subcontract,etc,and build a quantity and labor cost quota system for labor settlement.(3)Combining with the organization structure of shipyards,the refined settlement control process can be optimized and the coding principles and settlement process can be standardized.Based on the budget of task package,we can control the refined settlement,propose budget change management to supplement the budget shortage,and build the shipyard labor settlement control system.(4)Based on the shipyard refined labor settlement system,this thesis discussed the module use case data,the work roles of each department and the authority within the system from four aspects: requirement analysis,general design,database design and module design.Moreover,we studied the environment and methods of implementing each functional module in the system,elaborated its relevant application scenarios,built a shipyard labor settlement management system and illustrated the feasibility of this system in the light of the actual situation.
