the food consumption has changed from "eating enough" to "eating well" and "eating safe and healthy".Food consumption is changing from "eating enough" to "eating well" and "eating safely and healthily".Under the background of rural revitalization strategy,the prosperity of rural industries lies firstly in the development of food industry,and grasping the high-quality development of food industry is the primary task to promote agricultural development and an important channel for farmers to increase their income.As a new tool to promote the development of agricultural areas,the development practice at home and abroad shows that the formation of industrial clusters in agricultural areas is a powerful grip to drive agricultural supply-side reform and rural industrial prosperity,and is expected to become a new way to crack the dilemma of high-quality development of grain industry.Henan Province is a large grain-producing province,and the development of grain industry has problems of poor industrial structure and low level of green development.In this context,what is the development quality and distribution pattern of grain industry in Henan Province?How can the formation of grain industry clusters promote the high-quality development of grain industry?The solution of these questions is important to explore the new path of transformation and development of China’s grain industry,guarantee national food security,realize agricultural modernization,and promote the revitalization of rural industries.To this end,this paper adopts a combination of macro-pattern analysis and micro-case analysis to explore the inner mechanism of grain industry clusters to promote the high-quality development of grain industry,to explore the cluster elements affecting the high-quality development of grain industry,and to propose the realization path accordingly.The main research findings are as follows:(1)Grain industry clusters can serve as a carrier and entry point for the high-quality development of the grain industry,and the high-quality development of the grain industry can push the clusters to evolve to a higher level.Therefore,this paper constructs an analytical framework for the three-dimensional system of "micro-subject-meso-network-macro-environment" of food industry clusters,which includes three systems:micro-subject,meso-network and macro-environment,and involves five dimensions: subject,network,technology,system and space.Through changes in these five dimensions,the grain industry cluster achieves five major goals of high-quality grain industry business organization,industrial system,product process,coordinated governance and spatial layout,and the five major goals act on the five core elements of the grain industry,thus promoting the high-quality development of the grain industry.(2)The spatial and temporal pattern of high-quality development of grain industry in Henan Province is characterized as follows: during 2011-2020,the overall comprehensive level of high-quality development of grain industry in Henan Province shows a fluctuating upward trend,and the rapid improvement of structural efficiency is an important endogenous driving force.However,the development of each dimension is uneven,among which the contribution shares of science and technology innovation,green ecology and coordination and sharing are low and need to make up for the shortcomings.From the perspective of each region,Henan and East Henan regions have a higher level of structural efficiency and safety and security,Central Henan region has a higher level of science and technology innovation,and North and West Henan regions have a higher level of green ecology and coordinated sharing.The regions with higher level of food industry development are concentrated in the Yellow Huaihai Plain,the pre-mountain plain in North and West Henan and the Nanyang Basin,showing the trend of cross-regional and multi-center structure.Three major grain industry clusters are forming in East Henan,South Henan and North Central Henan.(3)Combined with the development practice of wheat industry cluster in Yanjin County,the process mechanism of grain industry cluster driving the high-quality development of grain industry is as follows:the high-quality development of grain industry is the result of the three-dimensional system synergistic transformation of grain industry cluster.At the microscopic subject level,the behavioral transformation of the grain industry subject and the expansion of its functions can achieve the goal of high-quality business organization,and the high-quality development of the business organization promotes the formation of the internal interest connection mechanism of the industry,thus promoting the high-quality development of the grain industry subject;at the mesoscopic network level,the application of the concept of three chains in the cluster forms a new pattern of integrated development of three industries with a complete characteristic chain and a tight network connection.achieve the goal of network high quality,and the network high quality development enhances the structural efficiency of the grain industry and promotes the high quality of the grain industry system;at the macro development environment level,the grain industry cluster achieves the product process,coordinated governance and spatial carrier through the introduction,application and promotion of technological innovation,the improvement of systems such as quality supervision,policy incentives and innovation platforms,and the reasonable layout of spatial carriers such as modern agricultural industrial parks The goal of high quality provides a high-quality development environment for the food industry.The microscopic subject is an autonomous behavior economy,the mesoscopic industrial network is a cooperative and competitive economy,and the macroscopic environment is a support and guarantee system for industrial development.The synergy of the three-dimensional system of the food industry requires both government support and regulation to implement food security responsibilities and to stimulate the self-organized synergistic behavior of the market to jointly promote the goal of high-quality development of the food industry under the guarantee of a healthy and green development environment.Therefore,the high-quality development of the grain industry is achieved through the synergy of self-organized market behavior,industrial value behavior and social environment.(4)In order to further guide the practice of high-quality development of grain industry in Henan Province,it is necessary to promote the development of grain industry clusters in the light of the special provincial situation of grain industry in Henan Province,to innovate at three levels of grain industry clusters’ main body,network structure and development environment,and to build a high-quality development model of grain industry with Henan characteristics.The high-quality development of the main body is the prerequisite foundation for the high-quality development of the grain industry,and it is necessary to improve the level of the main body of the network and promote the linkage development;the network system is the carrier for the high-quality development of the grain industry,and it is necessary to expand the industrial chain,optimize the supply chain and enhance the value chain to optimize the industrial network structure;the development environment is an important guarantee for the high-quality development of the grain industry,and in terms of technology,it should accelerate the digital transformation and build In terms of technology,we should accelerate the digital transformation and build an innovation platform;in terms of space,we should coordinate planning and build demonstration counties and cities and characteristic parks;in terms of policy system,we should strengthen the integration effect of policies and build a perfect food market system and operation mechanism. |
