| Maritime is an essential part of the comprehensive transportation system,is the main administrative law enforcement force on the water,shoulders to protect the safety of water traffic,protect the cleanliness of the seas,protect the overall interests of the crew,to protect the national maritime sovereignty and the interests of the people’s important responsibilities,Shandong Maritime Safety Administration for the implementation of the construction of a strong transport country and a strong maritime province strategy to provide essential maritime security.Talent is the cause of the development of Shandong Maritime Safety Administration "the first resource".At present,to accelerate the modernization of the governance system and governance capacity of the Shandong Maritime Safety Administration,creating an appropriate size,complete,reasonable structure,and clear level of high-quality professional maritime talent team is essential.Based on the motivation theories at home and abroad such as Maslow’s hierarchy of needs theory,two-factor theory and fairness theory,this paper designs a talent motivation model of Shandong Maritime Safety Administration by combining the current situation of Shandong Maritime Safety Administration’s talent team construction,and designs a satisfaction questionnaire of Shandong Maritime Safety Administration’s talent motivation mechanism according to the model,and explores the talent motivation mechanism of Shandong Maritime Safety Administration,and points out through the collection and summarization of data that By collecting and summarizing the data,it is pointed out that there are problems in the talent incentive mechanism of Shandong Maritime Safety Administration,such as salary incentive mechanism still needs to be improved,unreasonable design of assessment mechanism,lack of incentive in education and training mechanism,lack of job security mechanism in place,and parallel promotion mechanism of job grade still needs to be improved.By drawing on the experience of Shanghai,Fujian,and Liaoning Maritime Safety Administration in the construction of talent incentive mechanism,the system optimization design is carried out,and the suggestions for optimizing the talent incentive mechanism are put forward in terms of coordinating and classifying and grading the cultivation of talents,improving the salary system,innovating the education and training incentive,optimizing the assessment and evaluation,improving the post exchange and creating a good culture. |
