Research On The Supply Of Rural Public Cultural Services In Xing County Under The Construction Plan Of The 14th Five-Year Plan

Since the 13th Five-Year Plan,great progress has been made in both the supply mechanism of public cultural services and the supply of public cultural services.However,compared with urban areas,the supply of public cultural services in rural areas is still a short board.Therefore,further improving the supply level and ability of rural public cultural service supply is an inevitable requirement during the 14 th Five-Year Plan period,which has very important theoretical value and practical significance for the research of rural public cultural service supply.During the period of 13 th Five-Year Plan,under the guidance of national public culture policy,Xing County,as Shanxi Province economy underdeveloped typical county,has done a lot of work in rural public cultural service system construction especially in supply,and achieved certain results.Specifically,the infrastructure construction is basically completed,the supply mode and content are rich,and the supply team has been expanded,initially realized the "positions,facilities,personnel,funds,activities" the basic goal,the basic cultural rights and interests of farmers get better protection.However,according to the main contents and objectives of the 14 th Five-Year Plan of public cultural service system construction plan,the supply of rural public cultural services in Xing County is still in the initial stage of development,and there are still some problems and deficiencies in capital investment and supervision,supply mode and content,infrastructure use efficiency,talent introduction and other aspects.This thesis takes the basic situation of rural public cultural service supply in Xing County,according to the new development situation in the new period,and believes that the factors causing the above deficiencies and problems include not only the imperfect system of public cultural service supply,but also the simplicity of the supply subject,and the absence of the supply object.According to the new requirements of the 14 th Five-Year Plan of public cultural service system construction plan,this thesis combines the actual situation of Xing County,and puts forward the optimization path of improving the rural public cultural service supply system,promoting the socialization of rural public cultural service supply,mobilizing the endogenous power of farmers and revitalizing the rural local cultural resources.
