Since the outbreak of COVID-19 has spread to the world,it poses a threat to the lives and livelihoods of people in all countries. At the same time, however,a bigger threat—climate change—is looming. With the development of economic globalization, every country is very concerned about the climate issue.China,as one of the large countries in the world, also attaches great importance to this issue.Low-carbon and zero-carbon economy has become the inevitable trend of sustainable development in the future. From the perspective of skopos theory, the translator aims to do a translation report on 2060 Carbon Neutral: How can China Leverage its Cities to Achieve This Goal, which was delivered by Mc Kinsey & Company at the China Development Forum 2021,and research the translation practice guiding significance of the three rules for such theme report texts. In the translation practice of this report, the translator analyzes the original text from three levels, including lexical, syntactic and discourse,in order to gradually solve the problems of information conveyance and language structure in the translation process. The skopos theory of translation put forward by Vermeer breaks the limitation of traditional translation on the linguistic level, and it has a strong guiding significance for translation practice.Skopos theory emphasizes that in the whole translation activity, the skopos rule should be put in the first place, and any translation behavior is determined by the purpose of translation. The purpose of the translation task determines the corresponding translation method, and emphasizes the subject status and subjective initiative of the translator in the translation process. That means the translator is free to take the best translation strategy according to the communicative function and cultural background of the target language.Under the guidance of skopos theory, the translator can adopt corresponding translation strategies. For example, the ambiguity caused by cultural differences can be used free translation according to the principle of purpose. Moreover, she can obtain a high-quality translation on the premise of following the principle of coherence and fidelity. This report,by exploring the application of skopos theory in translation practice,is hoped to provide some reference for future translation practice and theoretical research.
