A Case Study Of "Co-Construction,Co-Governance And Sharing" In The Happy And Beautiful New Village Of Zhanqi Village In Chengdu

Beautiful new village is an important part of promoting the construction of new socialist countryside.Since the 18 th National Congress of the Communist Party of China,the construction of "happy and beautiful new village " has set off a nationwide upsurge.Sichuan Province has made bold explorations and attempts to promote it since2015.It is based on the actual situation of various places,and the development is steady and coordinatedand a number of typical models of new village construction have emerged,according to the 20-character guiding principles for building beautiful new villages,namely “development of production,prosperous living,civilized village style,clean and tidy village appearance,and democratic management”.By referring to relevant literature,this thesis collects concerning theoretical research results,material and data,and successful practical experiences both at home and abroad through multiple channels,and defines the core concepts of happy and beautiful new village and “co-construction,co-governance and sharing” firstly.Secondly,using the method of literature research,case analysis,and practice investigation,the analysis framework is designed according to the theory of new public services,collaborative governance and socialist value sharing.By conducting the case study of the "co-construction,co-governance and sharing" in the happy and beautiful new village of Zhanqi Village in Chengdu,this study describes in detail the development process,main practices and achievements.This thesis comes to focusing on the analysis of the Zhanqi Village’s use of the co-construction mechanism to promote rural land reform and achieve industrial prosperity.It plays a leading role in party building and improve grass-roots governance capabilities by using the co-governance mechanism.By using the sharing mechanism,it realizes the sharing of village collective income,public services,and rural culture,verifys Zhanqi Village built a mechanism for co-governance and sharing,which solved the contradictions of the loss of rural elements,the absence of farmers’ main body,the lack of endogenous capacity and the unilateral dominance of the government and funds.The virtuous circle of “promoting co-construction” will realize strong agriculture,beautiful countryside and rich farmers.
