| Since the 1990 s,the development of three dimensional rural has been the focus of attention and research by governments at all levels.Since 2017,the No.1 document of the No.1 central document has successively issued Rural Revitalization policies,and governments at all levels have made concerted efforts to achieve rural revitalization from top to bottom.Industrial revitalization is the foundation and guarantee for Rural Revitalization.Industrial integration is the core for industrial revitalization.At the central rural work conference in 2014,it was proposed that "modern industrial organization methods such as industrial chain and value chain should be introduced into agriculture to promote the integration and interaction of primary,secondary and tertiary industries".In december2015,the guidance of the general office of the State Council on promoting the integrated development of rural primary,secondary and tertiary industries was issued.Since then,promoting the integrated development of rural primary,secondary and tertiary industries has been paid attention by the agricultural and rural theoretical circles,policy research and even the government decision-making level,and has become one of the important keywords in the new agricultural and rural policies.In the process of rural revitalization,the diversified and integrated development of rural industries is the focus of the government’s agricultural and rural work at present and in the future.With the continuous development of urban-rural integration,the deepening of agricultural transformation in the new era,the steady progress in building a modern agricultural system,and the implementation of relevant policies and laws to support agriculture and benefit agriculture at all levels,the role of the government has also changed.How the county-level government can better play its role in promoting the integrated development of rural primary,secondary and tertiary industries is a problem worthy of attention and research significance.In this regard,this paper,from the perspective of public management,takes Qi County,Henan Province as an example,combines the new public management theory and industrial integration theory,combs the current situation of rural primary,secondary and tertiary industry integration development in Qi county through literature collection,visit and investigation,case analysis,etc.,analyzes the role played by the government in the development process,and points out the shortcomings and reasons in the current primary,secondary and tertiary industry integration development,Then draw lessons from the beneficial experience and practices of governments at home and abroad,and give targeted suggestions.The research shows that the current county government has made some achievements in promoting the integration and development of rural primary,secondary and tertiary industries,but there are also some deficiencies,which are mainly reflected in the unclear understanding of industrial integration,insufficient supply of building a service platform,imperfect mechanism operation,and deviation in the implementation of public policies,which need to be improved in the next work.The author believes that the government must adhere to the law of market and industrial development,be a good "helmsman",and play a good role in management,guidance,coordination,service and supervision.In accordance with the development idea of establishing the whole agricultural industry chain,we will continue to give play to the leading role of grass-roots party building,cultivate basic leaders,clarify the orientation of industrial development,constantly improve the public service system,carry out large-scale trusteeship,and promote the implementation of agricultural policies,gradually build a modern agricultural industry system,cultivate new agricultural business entities,and activate and broaden the channels for farmers’ income increase. |
