Research On The Organizational Form And Propaganda Work Of The Propaganda Department Of The Central Committee Of The Communist Party Of China (1921-1927)

This article takes the Propaganda Department of the Central Committee of the Communist Party of China as the main body to investigate the organizational form and work content of the early propaganda work of the Communist Party of China.The study found that the development of the organizational form of the propaganda department has gone through a process from scratch,from loose to systematic.The early propaganda work was directly managed and run by the Central Executive Committee and the relevant members of the Central Bureau,with a strong personal color,and even personal relationships affected the propaganda work.After the 1923,the establishment of the Propaganda and Education Committee marked the institutionalization of the management of the propaganda work of the Central Committee of the Communist Party of China,and then the Propaganda Department was officially established.The management model of the propaganda work of the Central Committee of the Communist Party of China has also changed constantly.After the CP Second National Congress,the model of dual leadership of the Comintern and the Central Committee of the Communist Party of China has emerged.In 1923,the leadership mechanism of the central government over local propaganda work was established.During the period of cooperation between the Kuomintang and the Communist Party,the Chinese Communists not only entered the Kuomintang Propaganda Department and carried out propaganda work under the leadership of the Kuomintang,at the same time,the Propaganda Department of the Central Committee of the Communist Party of China maintained its independence and carried out propaganda work independently.The propaganda work of the propaganda department has also gone through a process of change,from mainly publishing books to publicize Marxist ideology and theory,to publishing newspapers at various levels to publicize the national revolution.During the period of cooperation between the Kuomintang and the Communist Party,propaganda work experienced a change from focusing too much on propaganda for the Kuomintang to propaganda around the center of the party,from retreating to the right wing of the Kuomintang to actively fighting against it.The organizational form and work practice of the early CP’s propaganda work provided valuable experience for the CP won the wars and complete the socialist construction after the founding of the People’s Republic of China.
