Research On Establishment And Application Of Competency Model Of Middle-level Cadres In Pixian County Party Committee Propaganda Department

With the development of knowledge-based economy and the furtherdevelopment of political and economicsystem reform, Propaganda thought culturalwork of different ranks takes on new tendency. Faced with brand-newchallenge,County party committee propaganda department badly needs to solve aseries of problems, for exemple,how to adapt to rapidly-developing society,how toform a standard rule to elect,train and check high-qualified talents,and how to make upa Middle-level cadres with good adaptability and out-standing capacity and quality.From the angle of Human Resource Management and Development,combined withMichle’s Ability Quality Theory, this research focuses on the construct ofcapacity-and-quality-training model about Middle-level cadres of PiXian Countyparty committee propaganda department.After analysing the backgrounds and meanings of these items,this article putsforward some research designs,methods as well as some posible creative aspects. Inparticular, it cleared up a number of related national and international theroies aboutcapacity and quality,dicovering the blank space of the construct ofcapacity-and-quality-training model about middle-level cadres of County partycommittee propaganda department,demonstrating the purpose and meaning of theresearch. The article analysed the present condition of China’s Grass-roots party andgovernment organs cadre ability quality and researched the present condition ofCounty party committee propaganda department middle-level cadre’s ability quality.The questionnaire survey,carried out among County party committee propagandadepartment middle-level cadres in and around Pixian,discovered the abilities thatCounty party committee propaganda department middle-level cadres badly needed,andthen analysed this matter on three aspects,such as,knowlegde, ability,andpersonality;based on these analyses, the article summarised a series of characters andset up the structure model on it.Finally, the article draws attention to the application ofelection,training, Performance evaluation etc. on this model.
