Research On The Governance Of Open Community In A County From The Perspective Of Multi-agent Cooperation

Open community governance involves government,social organizations,markets and other subjects.Each subject plays its own responsibilities and functions,but there are also many problems.In the process of open community governance,previous scholars’ research mainly focused on the scope of the government,social organizations,markets and other governance subjects,and the research lacked the perspective of service and collaborative management.At present,in the process of coordinated governance by multiple entities,all parties play an active role,and the community governance has been effectively improved.However,there are also difficulties,such as the government’s multiple policies and lack of joint forces,the community autonomy can not be realized due to excessive government participation,the balance between residents’ autonomy and market intervention has not been found,the financial allocation or "user payment" has not yet formed a unified standard,and the role of social organizations is still small,The reasons are influenced by the traditional governance concept,the insufficient autonomy of the community itself,the different interests of multiple subjects,the immature development of multiple subjects,and the imperfect cooperation mechanism of multiple subjects.Based on the public service theory and collaborative governance theory,this paper defines the concept of open community,takes the open community in county a as an example,analyzes the current situation and problems of open community management in county a from the governance mode,existing problems and causes of community L,and puts forward the concept of unified multi-agent governance,the establishment of diversified participation mechanism Emphasize government leadership and departmental cooperation.Finally,the paper summarizes the full text and practically solves the problems faced by the government in the implementation of open blocks.
