Research On Public Risk Perception Analysis And Control In Sudden Power Failure

With the accelerated process of socialization,lives are increasingly diversified and the environment they faced is more complex and diverse.Emergencies occur frequently,which seriously threat the safety and stability of people lives.As a pillar industry of the national economy,the sustainability of electricity supply is concerned by the society.However,once a sudden power failure occurs,transportation,medical care,communication and other industries are involved,increasing social instability factors,seriously affecting public and social order.In the past,the evaluation of sudden power failure mainly focused on the objective evaluation of risk by the risk control department.However,as the undertaker of the event,the public has a strong subjective initiative on risk perception,and their own perception of risk is affected by risk information,media and many other factors.Therefore,it is of great significance to study the public risk perceptions in sudden power failure events,exploring the existing problems in risk perception control and put forward control suggestions based on the problems,which are of great significance to improve the government’s risk management level and enhance the people ability to resist risks.The research based on power failure emergency,firstly focus on the literature research explains the risk chain evolution,using real risk as a starting point and analyse caused by sudden power failure of the internal and external objective factors,objective evaluation of the experts on real risk.Pointing out that the risk perception influences by social,cultural and demographic factors.It will lead to the "asymmetry" between the public’s risk perception and the real risk assessed by authoritative experts in the event.Then,constructs the supply of public research hypothesis model of risk perception and design the questionnaire based on the hypothesis,through on-the-spot investigation for the public to supply the level of risk perception for the further study of risk perception.Use the single factor analysis,independent sample t-test and multi-factor linear regression analysis method to verify the hypothesis.The results show there is a negative correlation between risk control,risk,familiarity,emergency rescue information,media recognition,organizational trust and public perception of sudden power failure risk.There is a positive correlation between the severity of consequences and negative emotions and the risk perception of sudden power failure.The correlation between the number of media reports and risk perception has not been verified.Finally,based on measured public perception of risk influencing factors,combining with the interview results and promised to study the public perception of risk control present situation and problem,proposing the blackout emerge public risk perception control the five aspects of the proposals,which scientifically guide the public to prevent and control risks,improving the government and the competent department of emergency management ability and strengthen risk management level has important reference value.
