The township system is the basic unit of the national administrative system,and the reform of the township system is an essential part of the reform.In order to implement the requirements of the Party Central Committee on building a simple and efficient grassroots management system,City H completed the township system reform in 2020 following the unified plan of the provincial party committee.Monitoring and evaluation are an essential part of this reform.Using the concept and method of government performance evaluation to evaluate the performance of the township system reform is necessary to test the degree of achievement of reform goals,identify problems and propose improvements,improve the grassroots governance system,and promote the modernization of national governance.Reform performance evaluation refers to the comprehensive measurement and evaluation of the economy,efficiency,effectiveness and fairness of the reform based on the resultoriented and satisfaction-oriented index system,scientific methods and standardized processes in order to test the degree of achievement of the reform goals,promote the transformation of government functions and enhance political trust.Based on the theory of democratic administration and limited government,the process and results of the reform of the township system should be accountable to the people and supervised by the people.The ultimate standard for measuring reform performance lies in the people’s satisfaction.Drawing on the current research results and using the hierarchical analysis method,we construct a satisfaction-oriented index system to evaluate the township system reform performance.It has first-level indexes covering pre-preparation,process promotion,target achievement and social satisfaction,the second-level indexes pointing to reform demonstration,performance target,supervisory institution,supervisory system,fund guarantee,departmental cooperation,political target,social target,economic target,the rule of law target,public satisfaction and expert satisfaction,totalling 12 items.The tertiary indicators include 30 items such as the scientific nature of the reform program demonstration,the degree of security of the reform and regulatory system,the clarity of power and responsibility boundaries,and public satisfaction.The indicator system focuses on application.The empirical evaluation results in city H show that the overall performance index of the reform of the township system in city H is81.41(percentage system,good rating),and 70% of townships are in the higher performance range(80-100).However,the extreme difference is significant(31.28),indicating the disparity in performance among townships.The problems are that the reform implementation plan is relatively sloppy and not operational,supervision and integrated management are not in place,and the townships are understaffed and under-equipped.The reasons for this are that the reform design deviates from reality,the inversion of the county-township(township)relationship,the weak awareness of the performance of the main body,and the inadequate reform mechanism.To improve reform performance,we should follow the principles of adhering to the overall leadership of the Party,promoting development by evaluation,seeking truth from facts and working for a long time,maximizing public satisfaction.We should clarify the boundaries of township authority and responsibility,improve the selection system at the grassroots level,strengthen the training of township personnel,strengthen the protection of township reform,and pay attention to people’s livelihood to improve public satisfaction with reform.The innovation of the study lies in proposing the concept of reform performance evaluation,constructing a reformed performance evaluation index system,discovering the problems of reform with empirical evaluation,and proposing suggestions for improving performance.Of course,this study has an insufficient theoretical analysis depth and deviation of index data,which are shortcomings to be improved in further studies in the future.
