| After more than 60 years of development,the EU has become the most successful and representative integration organization in the world.However,in recent years,multiple crises such as the integration crisis,the COVID-19 and the conflict between Russia and Ukraine have impacted on the process of European integration.In order to get out of the current integration dilemma,the EU has resumed the concept of "Strategic Autonomy" put forward more than 20 years ago.The concept of "Strategic Autonomy" initially only meant that Europe should reduce its dependence on the United States in the field of security and defense.However,in recent years,the EU has been worried about a series of changes in the geopolitical era,so it has given "Strategic Autonomy" a new connotation,regarded it as the overall strategic concept of European integration development,and carried out a series of reforms under its framework.After the new European Commission came to power in 2019,it took "Strategic Autonomy" as the guiding ideology and issued a series of policies and guidelines to try to get the EU out of the dilemma of integration.However,in the past two years,the European Union,which was already deeply involved in the integration crisis,has been hit by the COVID-19 and the Ukrainian crisis.Facing the pressure of the United States,the hard hit industrial chain and the fragmented geostrategic environment,the uncertainty of the EU’s realization of the goal of "Strategic Autonomy" has increased.This paper attempts to analyze the policy objectives and framework of EU "Strategic Autonomy" and the obstacles and challenges to achieve "Strategic Autonomy" under the background of multiple crises such as the integration crisis,the COVID-19 and the conflict between Russia and Ukraine,and make corresponding evaluations. |
