| With the deepening of community construction practice and research,"community publicity" has become a measure of "good community" and the man goal of urban grassroots social governance innovation.However,while the popularization of public discourse provides theoretical resources for community construction practice,it also forms a kind of "discourse hegemony",and communities that deviate from typical patterns such as community publicity are regarded as "problem communities",This leads to a paradox in community social work practice.On the one hand,the construction of a good community publicity requires active community participation,good community service,and a common sense of community;on the other hand,the formation of elements that support the development of community publicity relies on a certain community publicity as a premise.Therefore,it is necessary for us to seek the practice path of community social work from the "strengths perspective".Not only do we the shortcomings and deficiencies of some communities in the development of publicity,but we also need to explore the path of the community’s publicity construction from potential resources and "possibilities".The research case of E community in this dissertation is a community with insufficient public development in general according to the common analysis framework of community publicity.There are many gaps in community participation,community service and community awareness in E community compared with well-developed communities.In the transition form from "unit compound" to "urban community",E community has met with restriction on its development of the community’s publicity due to the dual governance structure,lack of community services,and indifferent community awareness.From the strengths perspective of social work,this dissertation does not simply take the dominant dimensions revealed by existing research as the scale to measure the development of community publicity,but also analyzes the strengths of community publicity construction based on potential resources and possibilities,and explores the feasible path of public construction.Based on the in-depth observation of the E community,the study finds that,E community can become a community with sufficient development of community publicity with the proper transformation achieved based on the existing characteristics and resources of the community.E-community has the potential advantages of publicity cultivation.As long as the proper transformation is realized based on the existing resources of the community,the construction of comnunity publicity can be achieved from the community identification at the spiritual level,the community participation at the action level and the community public service at the material level.First of all,at the level of community identity,the existing resources of the community can be actively used to realize the transformation from unit identity to community identity through the shift from unit platform and unit activity to community level.Secondly,based on the affirmation of residents’ ability,the construction of community publicity at the participation level is realized through the shift from participation ability to participation willingness and the transformation of public space.Finally,based on the homogenized service needs of residents,through the transformation of common interests into collective actions,the construction of publicity at the level of common interests is realized.Therefore,for such a community with underdeveloped publicity,in social work,we should take the strengths perspective as the theoretical basis in the process of intervening in the community,and nurtures the potential strengths of the community publicity instead of regarding publicity as a measure of the quality of the community.At the same time,in the process of cultivating community publicity,social workers should focus on giving full play to their professional advantages such as social work servicess,communication and interaction,and cultivate community publicity by improving public services,stimulating community awareness,and opening participation channels,so as to develop community publicity and provides new ideas for the construction of community publicity. |
