| With the deepening of the reform of the judicial system,courts at all levels across the country have to introduce performance appraisal as their work content,and constantly optimize and improve it.The court carries out performance appraisal to meet the judicial needs of the people and society.Especially for the grass-roots courts,performance appraisal has become a management problem that court leaders must consider,which should be paid great attention to.Standardizing and efficiently promoting performance appraisal is of great significance to realize the overall work goal of grass-roots courts.The research of this paper combines the background of judicial system reform and the actual work of the people’s Court of Lingqiu County,Shanxi Province.This paper mainly uses the target management theory,key performance index theory and incentive theory.Through the methods of literature research,questionnaire survey and field interview,this paper deeply analyzes all aspects of the performance appraisal of the people’s Court of Lingqiu County,Shanxi Province,such as organizational structure,index system,information construction,result application and so on.Through the research,it is found that the problems existing in the performance appraisal of the people’s Court of Lingqiu County,Shanxi Province mainly include the unscientific organizational structure of performance appraisal,the imperfect performance appraisal index system,the insufficient information construction of performance appraisal,the unclear application of performance appraisal results and so on.After analysis,the author believes that the reasons for the above problems are mainly due to the relative lag of the basic concept of performance appraisal,the lack of understanding of objectives and key indicators,the inadequate information construction of performance appraisal,and the insufficient use of incentive and restraint means.In order to further improve the performance appraisal of the people’s Court of Lingqiu County,Shanxi Province and give full play to the positive role of modern management theory in the performance appraisal of grass-roots courts,based on the analysis of the above problems,the author puts forward the concept of cultivating performance and improving the performance organization structure;Focus on strategic objectives and optimize the setting of index system;Strengthen technical means and improve performance appraisal methods;Countermeasures and suggestions to expand the application of results and give play to the strengthening role of results.By continuously optimizing and improving the performance appraisal,the people’s Court of Lingqiu County,Shanxi Province can strengthen the internal management of the system,improve the level of judicial law enforcement,improve the quality and efficiency of trial execution and enhance the satisfaction of the people. |
