The online administrative examination and approval efficiency evaluation is an important indicator to measure the administrative efficiency and quality of government agencies and staff,and an important benchmark to reflect the government’s management ability and level.This research has theoretical and practical significance to analyze the problems and their causes and propose countermeasures through in-depth research.In the selection of the topic,this study chooses the online administrative examination and approval efficiency of J Municipal Administrative Examination and Approval Bureau as the research object.Through field visits to relevant approval departments and multi-channel research,we can understand and master the first-hand information on the status quo of online administrative approval effectiveness of J Municipal Administrative Examination and Approval Bureau.In the further analysis of the data and in-depth mining of the survey data,we sorted out the problems in the current online administrative approval effectiveness evaluation work,and then obtained the evaluation results of online administrative approval effectiveness of J Municipal Administrative Examination and Approval Bureau through a series of research methods.We conducted an all-round and multi angle analysis and discussion of the evaluation results,and finally comprehensively deduced effective and feasible measures to improve the effectiveness,which has certain reference significance.In terms of theoretical basis analysis and research methods,this research adopts comprehensive research methods such as literature analysis,questionnaire survey,etc.When sorting out the background,I read and referred to a large number of domestic and foreign literature,defined the relevant concepts and clarified the theoretical basis,that is,the new public service theory,seamless government theory and government efficiency theory are taken as the theoretical basis of this research;In the process of building the effectiveness evaluation index system,a large number of documents in the field of government effectiveness were referred to as the theoretical and practical basis for building the evaluation system;In the quantitative evaluation of the indicator system,a variety of quantitative analysis methods are comprehensively used.First,the Delphi method is adopted in the process of expert consultation and evaluation,the evaluation indicators at all levels are gradually summarized through expert scoring and evaluation;Secondly,carry out a questionnaire survey on relevant approvers,and collect real and effective performance evaluation data;Finally,according to the constructed indicator system and effective questionnaire data,the corresponding weights of indicators at all levels and the final evaluation results of online administrative approval effectiveness of J Municipal Administrative Examination and Approval Bureau are calculated by using AHP and fuzzy comprehensive evaluation method.Through grasping the research direction and method,this study finally summarizes the scientific path to improve the online administrative approval efficiency of J Municipal Administrative Examination and Approval Bureau.In terms of innovating the management system and mechanism and improving the level of government service,we should ensure the standardization of procedures and enthusiasm for service,and break through departmental barriers and information gaps;In terms of improving the quality of the cadre team and seeking practical results,we should change the work style of the organs and actively do a good job in serving enterprises,service projects and grass-roots work;At the same time,we will supervise the operation of power,ensure that the whole process of administrative examination and approval is open and transparent,and make sure that there is a mark on the iron and a mark on the stone.There are still some deficiencies in the scope of application and empirical depth of this study.Due to time and space constraints,some of the references in this research,such as local policy materials,are from J city,and the experts invited by the questionnaire are also from J city,with a large regional limitation;At the same time,because the theoretical foundation and practical experience are not deep enough,the cognition and analysis of online administrative approval effectiveness evaluation in this study is not deep enough,and the theoretical framework needs to be further improved.In the future work,we can combine the actual situation of the development of online administrative approval in the region,adjust the weak links in real time,and constantly improve and perfect.
