This paper starts with the analysis of the identity characteristics of civil servants,the classification of their behaviors and the code of conduct of their administrative behaviors,and then deeply analyzes the object,target and task of civil servants’ administrative behavior norm,obtains the comparative advantage of ethical path of code of conduct of civil servants’ administrative behavior by comparing it to the institutional path,and then introduces the discussion of the action mechanism and specific role of ethical social capital in civil servants’ administrative behavior norm.Give full play to the civil servants’ dedication and professionalism in serving the public externally,and emphasize the identity characteristics of loyalty,self-discipline,initiative,cooperation and altruism internally,in order to improve the moral quality of civil servants,create a clean and positive organizational culture,provide civil servants with a group ethical dimension of behavioral norms,and build an efficient and honest civil servant team.Introducing social capital theory as a theoretical tool into the study of regulating civil servants’ administrative behavior will help enrich the analysis perspective of the standardization of civil servants’ administrative behavior from an ethical point of view,and at the same time enrich the domestic research on the specific role of social capital.The main body of this article is divided into four parts.The first part mainly defines the concepts and theories related to civil servants and civil servants’ administrative actions and their standardization to provide logical basis and theoretical support for the following.The second part mainly discusses the function and mechanism of social capital in the field of the code of conduct of civil servants’ administrative behavior,whose purpose is to draw the superiority of ethical administrative behavior norms in the present by comparing institutional and ethical administrative behavior norms,connect with social capital with ethical attributes,and then lead to the role the mechanism of social capital plays in regulating civil servants’ administrative behavior.In the third part,this chapter explains the specific role of social capital in regulating civil servants’ administrative behavior from four aspects: ethical dimension,consensus basis,cultural restriction and efficiency guarantee.The fourth part introduces Porter’s negative social capital theory to provide suggestions for dispelling the negative influence of social capital in the code of conduct of civil servants’ administrative behavior.
