Study On Demand Identification And Accurate Supply Of Rural Public Goods In Ethnic Minority Areas Of Guangxi-Yunnan Border

The Party and the state have always attached great importance to agriculture,rural areas and farmers.To comprehensively promote rural revitalization,we need to work hard to solve the problems related to agriculture,rural areas and farmers.To solve the problem of "agriculture,rural areas and farmers" needs to solve the problem of rural public goods supply.Since the reform and opening up,the supply of rural public goods in China has achieved certain results on the whole,and the total quantity and quality of supply have been significantly improved.However,there are still widespread problems in different areas such as imbalance of supply and demand structure,insufficient supply and low efficiency of supply.In order to consolidate and expand the effective connection between poverty alleviation achievements and rural revitalization,reduce the gap between urban and rural wealth,promote the high-quality development of rural agriculture,and improve the living standards of farmers,research on the demand identification and precise supply of rural public goods has always been an important issue in the current academic circle.On the basis of absorbing and drawing lessons from the existing research results,this paper defines the research scope and clarifies the research ideas.Taking ethnic areas along the border of Guangxi and Yunnan as examples,jingxi City,Daxin County,Tengchong City and Luchun County are selected as research samples.Using literature research method,questionnaire survey method and model analysis method,the Kano model is introduced into the study of rural public goods demand identification.This paper divides the rural public goods into 4 categories and 21 indicators,namely "people’s livelihood,security,development and culture".According to the relevant documents of the government and the data collected from the questionnaire survey,this paper sorts out and analyzes the supply situation of the government’s rural public goods in the ethnic minority areas along the border of Guangxi and Yunnan.Based on the Kano model,a questionnaire survey was designed to identify the needs of rural public goods in ethnic minority areas along the Border of Guangxi and Yunnan,and to identify the level and priority sequence of farmers’ needs for different types of public goods projects.The research results show that among the 21 listed requirements for rural public goods,four types of public goods with different degrees of accuracy are distinguished,namely necessary public goods,expectant public goods,charming public goods and undifferentiated public goods.Combined with the supply status and demand identification results,this paper analyzes the problems existing in the accurate supply of rural public goods in ethnic minority areas in the border areas of Guangxi and Yunnan,and analyzes the reasons from multi-dimensions.The research finds that necessary public goods should be given priority,and supply should be given priority,and investment should be increased to ensure that the most basic and most needed public goods are satisfied and farmers’ satisfaction should be improved.In terms of expectant public goods,we should focus on satisfying the demand of public goods which has a great influence on satisfaction,so as to reduce or even eliminate the dissatisfaction of farmers.We should optimize the mechanism of demand expression and promote the effective connection between supply and demand.To provide charming public goods,it is necessary to construct multi-subject supply to provide diversified public goods so as to enrich farmers’ life.In terms of undifferentiated public goods,the main suppliers should focus on the effective identification of undifferentiated public goods,optimize supply services,avoid misjudgment of supply policies and waste a large number of human,material and financial resources.Ealize Guangxi and Yunnan frontier minority areas rural public product supply and demand of precision cohesion,starting from the demand preference of farmers complex,construct the supply mechanism of yunnan frontier minority areas,in order to improve the grass-roots government supply decision-making the scientific nature and effectiveness,improve the farmers’ satisfaction,have feeling and happiness,and promote the development of various aspects of rural community,It is of great theoretical value and practical guiding significance to accelerate the realization of poverty alleviation and prosperity in ethnic minority areas along the border of Guangxi and Yunnan.
