| Today’s society has become increasingly intricate and uncertain.The agglomeration effect of the population in the Yangtze River Delta region has led to the development of urban industrial clusters,while also generating a series of urban fire safety risks.With the deepening of social transformation,the evolutionary route and development direction of risks are more uncertain,and urban fire safety has common features such as suddenness,publicness and complexity.As the "most beautiful window" of socialist modernisation to the world,it is important to study the fire safety management in S city.On the basis of combing the relevant literature on urban fire safety management at home and abroad,the thesis applies public goods theory,the 4R theory of crisis management and governance theory,and systematically elaborates on the exploration of the reality of urban fire safety management in city S from the perspective of social governance.The first is the firefighting governance system under high standard and high efficiency management,the second is the firefighting governance model under high target and high intensity organisation,the third is the firefighting governance strategy under high technology and refined measures,and the fourth is the firefighting rescue capability under high requirement and professional orientation.At the same time,the problems of urban fire safety management in city S are analysed in depth and the causes of the problems are discussed.The study shows that it is difficult to solve the real-life fire safety problems with the traditional single government regulation model,and that the dilemma of fire safety management in S city is directly related to the inadequacy of the city’s fire safety infrastructure,the lack of awareness of the responsibility of multiple management bodies,the shortcomings of the emergency rescue capabilities and the loopholes in the management of fire safety risks.The reasons for this are mainly due to the overlapping of traditional hazards and emerging problems,the fact that a collaborative urban governance system has not yet been formed,the low degree of specialisation in emergency rescue construction,and the lax law enforcement in the process of fire safety management.Finally,drawing on the experience of urban fire safety management at home and abroad,an optimisation strategy is proposed from the four stages of crisis management:reduction,preparation,response and recovery.The main ideas:First,to co-ordinate urban development and improve the fire safety index.The second is to mobilise multiple subjects to form a synergy in fire management.Third,based on the effectiveness of actual combat,to build a modern emergency response system.Fourth,strengthen accountability and achieve a closed loop of management. |
