Study On Digital Governance In The City Of Wenzhou Ouhai District In The Context Of Epidemic Normalization

Since the outbreak of the new crown epidemic in late 2019,the national epidemic prevention policy thinking has transitioned from emergency treatment,isolation and prevention and control to normalized epidemic management,and from major public health emergencies level 1 response to normalized epidemic management and precise prevention and control.However,in the context of epidemic normalization,we will still face epidemic dissemination in different locations,highlighting the enormity of epidemic prevention and control,and flow investigation and nucleic acid monitoring are effective digital tools for epidemic prevention and control,and thus unified and efficient digital urban governance is particularly important.With the backward pressure of epidemic prevention and control,China’s epidemic governance has also continued to shift from a single physical isolation to digital governance,which has not only contributed greatly to the prevention and control of epidemics in China,but also accelerated the process of comprehensive digital governance in China.With the theme of urban digitalization in the context of epidemic normalization,this thesis takes the study of urban digital governance in Ouhai District,Wenzhou City,and makes a case study of the public health governance platform in Chashan Street,firstly,based on the theoretical study of urban digitalization,summarizing the general characteristics and basic guidelines of governance,addressing the problems of government information monopoly,subject to the traditional urban management system and the impact on people’s living standards,based on the urban Secondly,we obtain empirical data through multiple ways and channels,use participant observation,questionnaires and in-depth interviews as research methods to portray the development of digital governance in different dimensions,and use factor analysis,structural The study also provides a comprehensive insight into the digital governance of Ouhai District,Wenzhou City by sorting out the general path of urban digital development through factor analysis,structural equations and other analysis techniques.From the research results,in the government side,there are relatively scattered urban digital construction platforms,slow construction process,data security challenges,and huge shortage of professional talents in the urban digital governance of Wenzhou Ouhai District due to the deviations in the implementation of the plan,departmental fragmentation,conservative operation mode of urban digital governance and lack of security barrier,etc.;in the government side,there are problems such as the huge shortage of professional talents in the urban digital governance of Wenzhou Ouhai District.In the residents’ end,their cognitive degree and effectiveness assessment of digital governance are divided,the residents already have a high degree of cognition and acceptance of digital governance,but the actual development of digital governance does not reach their expectations,and the residents reflect the shortcomings of the governance process in multiple dimensions.The superposition of multiple factors seriously affects the effect of digital governance in Wenzhou Ouhai District.In summary,this paper proposes a series of countermeasures to improve the urban digital governance in Ouhai District,Wenzhou City with the main contents of strengthening the comprehensive planning of urban digital governance,establishing the security guarantee system of urban digital governance,innovating the urban digital governance mode,standardizing the development channels of urban digital governance and attaching importance to the cultivation of urban digital governance talents,which not only has certain significance for the urban digital governance in Wenzhou City but also for China’s urban digital governance has a reference significance.
