Research On The Governance Of Online Public Opinion By Taizhou In We Media Era

With the development of the Internet,a large number of "we media" platforms have emerged,whose communication power and influence far exceed that of traditional media and news websites.Gradually,these platforms have also become popular mainstream public opinion communication fields,and the communication channels and ways of information have undergone fundamental changes compared with traditional media.According to XINHUANET’s public opinion monitoring,More than 80% of major social events originate from "we media" platforms,which means it has entered the "we media" era.As the "we media" brings us more entertainment and convenience,it is also profoundly changing our ecology of public opinion.It forms the significant impact and obstacles effecting on the spread of the mainstream media and the guide of public opinion,and also brings more challenges on the effective governance of network public opinions by local government.The study tries to explore effective methods to deal with emergency network events,in order to prevent network crisis,enhance government’s credibility and create good network ecology.The study takes the governance of online public opinions in the "we media" era as the object,combines the spiral theory of silence,the agenda-setting theory and the life cycle theory,and researches with literature research method,case study method and system analysis method.It starts from the governance status of online public opinions by Taizhou’s local government,and analyzes Taizhou’s basic situation of the construction of "we media" platform and the main characteristics of netizens.Combined with the two specific cases in recent years and the government’s response in the process of network public opinion governance,the difficulties in the governance of network public opinion by Taizhou can be sorted out,and the mainly existing problems are as follows: 1.Lack of crisis awareness in governance;2.Obsolete methods of governance;3.Unreasonable agenda setting;4.Weak linkage between departments;5.The network reviewer system is a mere formality,it also analyzes the reasons behind these problems.Finally,combined with the problems in the governance of public opinion,optimization suggestions are proposed from two aspects: direct governance strategies and indirect prevention strategies.The direct governance strategies are as follows: 1.Improve the professional quality and skill level of the management team;2.Establish an effective emergency response working mechanism;3.Strengthen the exchange and coordination of information among departments;4.Strengthen the management of “we-media” network platforms.The indirect prevention strategies include: 1.Cultivate the consciousness of independent judgment and the ability of correct behavior of netizen groups;2.Establish a forward-looking prevention mechanism;3.Create a healthy and positive environment for online public opinion;4.Build a legal system that conforms to the basic national conditions to supervise the online public opinion.Through this research of local government’s network public opinion governance in Taizhou,it also provides some experience and countermeasures for other local governments in dealing with network public opinion,hoping to strengthen the local government’s network public opinion governance work in our country effectively.
