Since the 19 th National Congress of the Communist Party of China,with the continuous enhancement of grassroots governance awareness in society,the cultivation and development of social organizations have also received increasing attention.Generally speaking,social organizations are the bridge between the government and the general public.Although Shijiazhuang City in Hebei Province has introduced a series of positive measures,overall,there are still many problems with the existing social organizations in terms of their rapid development and public participation.Professional social organizations are needed to guide and manage them.In this context,hub type social organizations have emerged.Hub based social organizations realize their value by providing professional services,but the bottlenecks in the development process of hub based social organizations can also affect their assistance to frontline social organizations,making it more likely to be difficult to maintain their own survival.Therefore,it is urgent to focus on the development path of hub based social organizations.This thesis takes the D Social Work Organization,a hub type social organization in Qiaoxi District,Shijiazhuang City,as the research object,and conducts a key investigation on general social organizations within the jurisdiction.It focuses on analyzing the practical bottlenecks in the current hub type social organization services,and explores its role and practical effects in improving the ability of basic social organizations.Through research,it has been found that there are three major development bottlenecks in the current hub based social organizations themselves: firstly,there is insufficient government funding supply,weak ability to link resources,and a lack of independence;Secondly,there is a shortage of professional personnel in the organization,which leads to insufficient project practical skills,non-standard management,and lack of professionalism;Thirdly,the organization is heavily administrative,lacking the independence of independent innovation,and the overall development is too administrative.This thesis summarizes and analyzes the reasons for these bottlenecks through interviews with frontline social organization leaders,community secretaries,street social organization leaders,and relevant leaders of the Civil Affairs Bureau.The main reasons are resource dependence,insufficient talent absorption capacity,and dependence on government cooperation.Based on this,this thesis proposes corresponding countermeasures and suggestions for the healthy and orderly development of hub type social organizations in Shijiazhuang City.The first is to optimize the development environment.Optimize the service mode of hub type social organizations,and complete the transformation from simple task completion according to goals to independent service;Optimize the development model of hub type social organizations,complete the transition from excessive government dependence to independent selfdevelopment,weaken the government’s administrative control over hub type social organizations,and promote the healthy and orderly development of hub type social organizations themselves.The second is to adjust the internal management mechanism of hub type social organizations.We need to strengthen the construction of industry talent teams,attract more professional talents through brand influence,improve welfare benefits,and other forms;Improve resource aggregation capacity,guide social organizations to actively explore advantageous resources in their jurisdiction,enhance hematopoietic function,broaden financing channels,and strengthen the financing capacity of hub type social organizations.The third is to enhance the competitive advantage of hub based social organizations and enhance their development capabilities.Emphasizing the strategic planning for the development of hub based social organizations,scientifically feasible strategic planning is of great significance for the development of hub based social organizations and is also an important part of their development process;Relying on innovation to enhance the development momentum of hub based social organizations,only innovation can enable sustainable development of hub based social organizations,gradually enhancing their own hematopoietic capacity and service acceptance ability to provide impetus for development.
