Improvement Of Government Information Disclosure System In Food Safety Emergencie

In recent years,China has made great economic achievements,but at the same time,it is also in a period of prominent contradictions.China’s legal system is constantly improving,and food safety supervision measures are increasingly strict,but food safety emergencies are still repeatedly prohibited.In the emergency treatment of emergencies,information is the core of the whole process.If the authoritative information is not delivered to the public in time,rumors will be created living space and panic will be triggered.In food safety emergencies,the requirements for government information disclosure are higher.Therefore,the author will study the system of government information disclosure in food safety emergencies,analyze the existing problems and put forward suggestions to improve the system.Based on the purpose of this study,the author mainly adopts case analysis,comparative analysis method,through two cases to explore the practice of government information publicity of food safety emergencies,and analysis the existing system,other country related system and practice of the typical countries and regions,based on this,puts forward some Suggestions for the perfection of the system.The main body of this paper consists of five chapters,among which the first chapter mainly defines the concepts related to the topic and introduces the relevant theories studied in this paper and the special features of the existence of government information disclosure in food safety emergencies.The second part:Through analyzing the practice of government information disclosure in the event of "spicy dry tofu birthplace" in 2019 and the Chenzhou fake milk powder event in 2020,this part analyzes the common problems existing in the government information disclosure when food safety emergencies occur in practice.The third part:mainly in view of the legislative status of the system is sorted out,based on this analysis of the existing system on the existence of four defects.The fourth part:draw lessons from foreign legal system and practical experience.Mainly involving the United States,the European Union and Japan are three typical representative countries and regions,through thinking refined to our country to improve the system of enlightenment and experience.The fifth part is the suggestions for improving the government information disclosure system in China’s emergencies.In view of the problems existing in the third part,four suggestions are put forward.The author thinks that the information disclosure system should be established,and special provisions should be made for the information disclosure of food safety emergencies.It is necessary to unify the subject of government information disclosure at all stages,and the participation of multiple social subjects,such as food enterprises,food industry associations and consumers’ association,in information disclosure is more conducive to emergency management in emergencies.Enriching the contents of disclosure,attaching importance to the disclosure of early warning information and post-disaster information can make the public fully understand the information;New technologies should be used to broaden the ways of disclosure and strengthen information exchange and communication.
