Research On Government Information Disclosure System In China's Food Safety Emergency

Food safety emergencies not only seriously endanger the life,health and safety of citizens,but also seriously hinder the development of economy and the stability of social order.In the era of knowledge economy,the efficiency of information circulation and transmission is much higher than before,which means that if there is no timely and authoritative information to the public after a food safety emergency occurs,it is easy to spread rumors and cause panic among the general public.Under this environment,the government information disclosure work in food safety emergencies has put forward higher requirements.Therefore,we will carry out a study on the government information disclosure system in food safety emergencies,in order to find out the existing problems and try to explore the reasons so as to find out the methods and Suggestions to improve the system.Under the guidance of the purpose of this study,we analyzed the laws and regulations governing this system.Through the analysis,we found that the current legislation lacks systematicness in terms of the provisions on this issue,there are also gaps in the content,and its operation is not strong.Later,in order to further understand the real situation of government information disclosure in the actual work of food safety emergencies,we conducted a series of practical investigations and found some practical problems in government information disclosure in such incidents,and explored the causes of these problems.On this basis,we sorted out the provisions of typical countries outside the region on this system and listed some useful experience.Based on the above research,this paper at the end of the article to China's food safety emergencies in the government information disclosure system in the legislative improvement of Suggestions.This paper consists of seven chapters: the first chapter is mainly about the basis and significance of this topic and the introduction of the research methods in this paper.At the same time,it also makes a brief review of the relevant research at home and abroad.The second chapter mainly defines the concepts related to government information disclosure in food safety emergencies and lists the relevant theories studied in this paper.In addition,it also analyzes the internal basic elements of this system.The third chapter mainly analyzes the current situation of the legislation of this system,and sorts out relevant laws and regulations respectively from the early warning,handling and aftermath stages of food safety emergencies,and finds three defects in the existing legislation.The fourth chapter is mainly about the introduction of the practical investigation and the concrete analysis of the investigation results.By studying typicalcases and conducting questionnaire surveys and interviews with public officials in charge of the disclosure of relevant government information,we listed several problems in the disclosure of government information in real food safety emergencies and their causes.The fifth chapter mainly takes the United States,the European Union and Japan as the object,introduces their relevant systems of government information disclosure in food safety emergencies,and puts forward some enlightenment to improve this system in China.The sixth chapter mainly puts forward the legislative Suggestions for improving the government information disclosure system in China's food safety emergencies on the basis of the above research,including the opinions on the perfection of the future legislative model and the perfection of specific provisions.The seventh chapter mainly summarizes the viewpoints and conclusions of this paper.
