The formulation of a civil service wage and welfare system with good implementation results is the basis for the formation of a mature civil service system and an important part of building a civil service system.Because of the special nature of the post,the civil servant’s wage and welfare system has become the reference standard for all walks of life in society.At the same time,because its wages and expenditures are public finances,it is the focus of everyone’s attention.Highly reasonable civil servant wage and welfare system design can greatly improve the efficiency of civil servants,and can also effectively improve the quality of service to the people.This system should be based on facts.The civil service wage and welfare system should reflect the following principles: fairness,fairness,orderly,scientific and reasonable,so that the above principles can become the benchmark for the compensation and welfare system in other fields of work,and more will be allowed.Talents are willing to join the civil service,reduce corruption and strengthen the quality and efficiency of government departments.In the government document“Implementation Plan for Adjusting the Basic Wage Standards for Staff Members”,which was introduced in 2016,the current salary standard was reformed.However,the current civil service salary system is based on the wage policy and slightly changes the form of wage subsidies.After adjusting wages and benefits,it gradually developed into a "grade salary system." In this context,the increase in civil service wages depends on promotion of positions.Today,when important changes have taken place in the market environment,government functions are constantly changing.The defects in the “ grade-level wage system ” are becoming more and more obvious,and the contradictions are constantly emerging.This paper analyzes the basic concepts of civil servant wage system,studies the operation mode of the system,analyzes and summarizes the contents of civil servant wage system reform after the founding of New China,and compares it with the civil servant wage system in developed countries.The advantages and disadvantages are pointed out,and the direction for the development of the current civil servant’s wage and welfare system is proposed.
