The wage system is in the civil service regulations one of most core parts, it is directly relating the entire civil service regulations operation actual effect. The official wage payment system is whether reasonable, relates the entire society the justice, relates our country Government the working efficiency enhancement and the high level human resources reasonable use development major problem. Our country official wage payment system is also making great strides forward to the rationalization direction, but along with the time progress and the social development, fully manifests scientifically, the reasonable society division of income system, must have to carry on the reform to the official wages. Although our country present wage payment system is in order to adapt, but it which the now form formulates is, therefore still has certain malpractice which evolves in the original wage payment system foundation comes, in order to manifest fairly, the adaptation time request, must carry on the reform to the present wage payment system.There are five parts in this paper: The first part defines the definition of civil service compensation and introduces the relevant theories of wages. The second part analyzes the foreign compensation system of the civil servants,The third part introduces the history and the development of the existing compensation system of the civil servants. In the light of the social,economic characteristics of various historical stages,the dissertation made a scientific, separation of the evolutionary phases of the civil servants'incomes system in China. The fourth part evaluates the existing compensation system and it also deeply analyzes the main problem of the existing compensation system. The last part drew lessons from some advanced experiences of the Western countries,according to the problem of current compensation system, I provide some rationalization measures reform and suggestions. Namely from the wage payment system management pattern, the wage reform goal principle as well as the necessary policy invests three aspects to obtain carries on the reform to our country official wage payment system. Finally establishes the science, the reasonable official wage payment system.
