The wage and income distribution of civil servants is always a social focus as an important component of the whole society income distribution and an entry point of the income distribution system. Having a scientific, fair and normative income distribution of civil servants not only plays a role model and guide on the income of the whole society income distribution, but also has an important influence on building civil service team and enhancing administrative efficiency.After the "Civil Servant Law" went into effect on January 1,2006, the reformation of civil servants wage and income system has began across the country as a link of the law. In this paper, a prefecture-level city civil servants wage reformation would be introduced as an example to analyze the progress achieved in terms of fairness and incentive, and the adjustment of internal benefits distribution structure brought by the reformation. And to further explore and analyze the existing and new deficiencies of current civil servants wages and income system, the paper proposes a new system imbibing the formers'research production and experience. The new wage-oriented system would take law as protection and position classification as foundation, separates duties and position level. The ultimate goal is to further the incentive to play the role of the civil servants wage system, to mobilize the enthusiasm of civil servants, to strengthen the construction of civil servants, thereby government administration efficiency could be enhanced.
