As an indispensable part of the whole civil servant framework,the wage system of civil servants plays a significant role in the allocation and incentive effects of hum- an resources. The reasonable wage system of civil servant contributes greatly to attract high quality talents,stimulate the initiatives and creativity of civil servants. The probl-em of wage system is a microcosmic, individual,economic problem,and also is a ma-croscopic,social,political problem. Therefore,the contemporary governments of all countries are very thoughtful of the solution to the problem of wage,and the contempor-ary political science,economics,management,too, increasingly thoughtful of research of wage system.For China,a nation in urgent need of improving the government's performance, is even more eager to study the issue of civil servants' wage. The formulation of scientif-ic and rational remuneration payment distribution.This paper used three analysis methods:the system analysis methods,the compar-ative analysis methods and the historical analysis methods. This paper used the patte-rn of "raise a problem - analysis the problem - to solve the problem" to discuss. Based on it,this paper analyzes the evolution of a mechanism of the civil service wage syste-m and the causes of successive changes in it. then, acccording to the status of China's civil service wage system, I raised four problems and analysed them.At last, founded on modem human resource theories and the relevant experience in west countries,I put up with the reform and improvement measures for China's civil service wage system in order to facilitate the improvement of the wage system and the work effieieney of the government at all levels.In short,the structure of our wage system is a complicated project,it must be considered and operated with the reform of the administrative system and system of publ-ic servants. Its final purpose is to encourage and attract large quantities of outstanding talents to enter the administrative system,and prevent outstanding talents in governme-nt from running off. And to make the civil servants become more outstanding and to improve government efficiency.
