At present,the reform of China’s judicial system has entered a new historical stage,and the report of the 20 th Party Congress has made new arrangements for this purpose,pointing out that it is necessary to deepen the comprehensive supporting reform of the judicial system and implement the judicial accountability system comprehensively and accurately.As an important part of the comprehensive reform of the judicial system,improving the assessment and evaluation mechanism for judicial personnel is a powerful tool to stimulate the internal motivation of judicial personnel and improve the management level of the judicial team.As an important subject of reform,the procuratorial organs have achieved some results in the exploration and practice of the performance appraisal system for procurators,but the shortcomings presented in the implementation process have seriously affected the role of the appraisal.In this context,it is particularly important to explore and optimize the performance appraisal system for procurators so that it can adapt to the new situation and new requirements.This paper explores the optimization of the performance appraisal system for procuratorial personnel,taking the W District Procuratorate as the object of study.Based on the introduction of the current performance appraisal system of the district’s procuratorate,a survey was conducted through questionnaires and interviews to understand the effectiveness of the implementation of the performance appraisal system of the procuratorate in W District.Through analysis,it was concluded that the problems in the current performance appraisal system mainly include failure to accurately reflect behavioral orientation,inability to comprehensively reflect work performance,lack of significant staff motivation effect,and limited performance management functions.Further analysis of the reasons behind these problems include the existence of defects in the arrangement of the appraisal cycle,the inadequate role of the appraisal subject,the insufficiently scientific setting of the appraisal content,the lack of objectivity and fairness in the appraisal procedure,and the low differentiation in the application of the appraisal results.Specific improvement measures are proposed such as rationalizing the assessment grouping,improving the structure of the assessment body,optimizing the content of the assessment index,strengthening the daily assessment management,improving the assessment methods and procedures,and strengthening the application of the assessment results.The research in this paper will help the procuratorial authorities to improve their assessment ideas,further improve the scientific and reasonable performance appraisal system for procuratorial personnel,and then stimulate the vigour of procuratorial officers to work with sincerity and enthusiasm,create a good assessment environment for the enhancement of cadres’ abilities and enthusiasm,and strongly strengthen the performance management effectiveness of procuratorial authorities,as well as provide reference for the construction of performance appraisal systems in other judicial organs.
