Research On The Effectiveness Evaluation Of Streamlining Administration And Decentralization

The victory of the 18 th National Congress of the Communist Party of China in 2012 and the establishment of the new government have had a great impact on our political life.And "the first major event" of the government's opening is the deployment of streamlining administration and delegating power,which has been actively promoted as "the first flag" for comprehensively deepening reform and the "cannon" for transforming government functions.With the continuous development and deepening of decentralization work,the thought and direction of decentralization combined with optimization services are becoming clearer and richer.Thus decentralization's power and influence have reached a new height.Decentralization is to do "subtraction" to power,to do "addition" to the service,to do "multiplication" to the responsibility,to the problem of "division".This is the self revolution,which was promoted by the government with the determination of the broken wrist,and the purpose is to stimulate the market vigor,release the reform dividend,form new development momentum,improve the capacity of the public service,improve government governance capacity,strengthen the government's credibility and realize the beginner's mission of the service-oriented government.The inspection of the effect of the policy's implementation needs to establish a scientific system,which should not only focus on the factual analysis of the results,but also give consideration to the behavior and process of the policy,and also pay attention to the thinking of the value of all aspects of the policy.It is the logical starting point of this study how to make a scientific assessment of the effectiveness of the decentralization work,which is placed high expectation and extensive attention.Using the theories of public policy,public administration,political science and sociology,this research has obtained a lot of detailed information by means of literature analysis,interviewing methods and case analysis,and has obtained more accurate texts of policies through the meeting,which is the internal institutionalized collective action of the state power.These necessary data become the basic condition of the research.In this paper,we review the research on the reform of administrative system,policy's evaluation and decentralization in China and abroad by using bibliometrics,especially for domestic research from the distribution of papers' quantity and year,the papers' periodicals,research institutes and Authors,the research level and the fund distribution,the hot research topic and theme,and so on have carried on the thorough analysis.Therefore,the research status and development trend at home and abroad are more accurately grasped,which provide a precondition for the new research perspective and method.Foreign theories have certain applicability in explaining and analyzing the reality of China,but we should pay more attention to the localization of theory.The theory of holistic governance,the theory of regulatory government and the goal-reaching model provide useful reference for the analysis of the work of the decentralization,while the choice of evaluation subject,the determination of the evaluation criteria and the integration of the assessment resources have a more direct impact on the behavior of the evaluation.The effective evaluation of the decentralization work should be based on the macro-background of the transition of China's economic system and the transformation of China's social system,and should correspond to the overall goal of deepening the reform,that is,perfecting and developing the socialist system with Chinese characteristics and promoting the modernization of the system and ability of national governance.Based on the logical structure and realistic situation of the decentralization work,the paper evaluates three dimensions of "value – mechanism-function",in order to reveal the ideal and actual situation of decentralization work accurately.The value dimensions show the values and ideas in the decentralization work,the mechanism dimensions show the internal relation and operational state of the organizational structure,main body structure,informational network and benefit coordination in the decentralization work,and the function dimensions show the degree of the public recognition and satisfaction about the decentralization work.The understanding of streamlining administration and delegating power is deepening and broadening,and the concrete measures of streamlining administration and delegating power are constantly being introduced and adjusted.As a whole,the work has experienced four stages,which were the early stage of practice — decentralization,the stage of active exploration — the combination of streamline administration and delegate power,the stage of cooperative propulsion — streamline administration and delegate power to optimize services;the stage of facing the depth-oriented —promoting supervision and innovation to promote public service.In each stage,the central level and local level have taken different measures and presented different characteristics.In this research,Jilin province,located in the old industrial base of northeast China,was selected as the realistic material,and the framework of theoretical analysis was used to investigate the effectiveness of the administration and decentralization.The results show that the work of decentralization in Jilin province has made some achievements,but there are some questions.At the value dimensions level,they are the existence of control thinking,the consolidation of the interests of the department,the neglect of public interest,the lack of openness and transparency,the absence of social justice.At the mechanism dimensions level,the higher authorities do not really delegate power,the subordinate organs accept the power failure,and the post-supervision system of the government is not perfect.And at the functional dimensions level,the sense of benefiting the people is not strong,the operating efficiency of the enterprise is not significant,and the satisfaction of the masses is not high.Based on the present and looking to the future,under the premise of overall planning of the top level,we should increase the effective participation of citizens,enterprises,subordinate governments and all sectors of society,pay attention to the optimization of mechanism system,the change of concept,the improvement of concrete operation and the innovation of supervision system,etc.,and to further improve the gold content of the devolution.With the right matching of "people,wealth,things" and the assessment and supervision of government and departments at all levels as support points,we should accelerate the parallel examination and approval,a net engineering and standardization of administrative examination and approval,and vigorously strengthen government regulatory system innovation,effectively crack operational obstruction and intermediary services in government affairs hall,make up for the gap between the actual effect of decentralization policy,which provides comprehensively deepen reform course.
