This thesis is based on the rational theoretical research and analysis of the practical example of Jiamusi municipal government, and is to explore a new performance management pattern of the service-oriented government, which fulfills all conditions of the Chinese situation, and aims to build a new pattern public service-oriented government, and improves public service level constantly.Firstly, it begins with the explanation of some concepts and theories, and adequately demonstrates the advantages of transition from successful enterprises performance management and the Balanced ScoreCard theory to government performance measurement, during this part an introduction of UK and US government performance management is made to lead to some insights of great benefit to Chinese government management.Secondly, focusing on the analysis of Jiamusi municipal government, and making a brief introduction of the process of the implement of performance management, and generalizing main measures by four systems—responsibility, construction, appraisal, encouragement, a profound analysis is made from five aspects: system bottleneck remains unresolved, value orientation alteration still exists, appraisal system is imperfect, performance management process is irregular, so there is a long way to the service-oriented government system.Thirdly, on the basis of theoretical research and practical analysis, the author proposed new strategies for service-oriented Jiamusi municipal government, i.e., new situation demands new solutions, new environment demands new tasks, new foundation demands new orientations, also the author explains the importance and ungency of improving of the performance management of Jiamusi municipal government, and from adopting the new management idea, constructing appraisal system of performance management, building muti-function appraisal, constructing new system of messages interchange, accelerating institutionalization process, he provides for the government five new positive measures. He also suggests that we should build new service-oriented government with all stength from three angles.The author believes that, this thesis is not only a positive suggestion for improving management of the service-oriented government both in theory and practical instruction, but also it provides a typical case for accelerating institutionalization process of the performance management of the local government.
