Report to the 20 th CPC National Congress of the Party clearly pointed out that it is necessary to "encourage cadres to dare to take responsibility and act positively".As the lowest-level cadres,township civil servants are the backbone of the implementation of the party’s principles and policies at the grassroots level,and shoulder the important responsibility of implementing the national will and maintaining the stable development of rural society.Whether the incentive mechanism of township civil servants is scientific and effective,whether it meets the needs of the grassroots,is related to whether township civil servants can better serve the masses,whether the established goal of rural revitalization can be achieved as scheduled,and whether the grassroots governance ability can be effectively improved.With the comprehensive deepening of reform,many security policies and incentives are constantly tilted to the grassroots level,which further stimulates the endogenous motivation of township civil servants to start businesses.However,due to reasons such as inadequate policies and insufficient implementation of measures,it directly affects the incentive effect,weakens the enthusiasm,initiative and creativity of township civil servants,restricts the construction of high-quality grassroots cadres,and hinders the modernization of the national governance system and governance capacity to a certain extent.So it is necessary to explore how to effectively motivate township civil servants and implement incentive measures according to local conditions.R town is a northern township in Jilin Province.The town government insists on the combination of material incentives and spiritual incentives,providing material incentives and spiritual incentives for civil servants,and has achieved certain incentive effects.But the effect is far from the psychological expectations of civil servants in R Town,and there is still a gap to meet needs.This paper takes the civil servants in R town as the research object,analyzes the problems existing in the civil servants’ motivation through the first-hand data obtained from questionnaires and interviews,and summarizes them from the three core needs of ERG theory.In terms of survival needs,there are mainly problems such as low salary and high pressure,egalitarianism and insufficient basic guarantee.In terms of the need for mutual relations,there are mainly problems such as the pressure of dual-employee families,unscientific division of labor,and tacit cooperation between superiors and subordinates.In terms of growth and development needs,there are problems such as limited promotion space,insignificant training effect and weak pertinence.In order to effectively solve the above problems,this paper tries to put forward some practical and feasible suggestions based on ERG theory and combined with the incentive reality of R town government.First of all,implement material incentives,establish a fair and incentive salary adjustment mechanism,and realize the relative fairness of salary.At the same time,increase financial investment in office facilities,commuter vehicles,etc,and consolidate the basic guarantee for the survival of civil servants.Secondly,implement interpersonal incentive measures,help township civil servants to establish harmonious family relations by strengthening caring incentives and persisting in special affairs,and build harmonious superior-subordinate relations by establishing communication mechanisms and adjusting leadership styles.Finally,implement growth incentive measures,improve promotion incentive mechanism,break promotion barriers such as seniority,and broaden the career development path of township civil servants.At the same time,we should change the training concept,give training accurately according to needs,pay attention to diversified training,and establish a training assessment system and a whole-process documentary management system to further improve the training effect.This study mainly focuses on the research and analysis of civil servant motivation in R Town,Jilin Province,and puts forward targeted countermeasures and suggestions.It is expected that the township government will pay more attention to civil servant motivation,ensure the maximum incentive efficiency,and promote the efficient implementation of various incentive policies of the party and the state at the grassroots level.
