With the continuous popularization of China’s industrialization and urbanization level,a large number of economically developed towns with large economic scale,high level of urbanization and large population have emerged in various regions(hereinafter referred to as "developed towns").Limited by the township-level system,economically developed towns are characterized by the "town-level system,county-level population,and municipal-level economy" in terms of organizational structure.In such an organizational environment,the extensive employment of non-staff personnel to participate in grass-roots social management has become the independent choice of developed towns.However,since the degree of participation of non-staff personnel in the economic and social management of town streets is deeper,it is no longer just a supporting personnel for traditional grass-roots governance,and the efficient system is the root cause of economic growth,so how to strengthen the management of non-staff personnel has become the key to improving the effectiveness of grass-roots social governance.Based on this,this paper takes the management of non-staff personnel in Suzhou Economically Developed Town,Jiangsu Province as a case study to study the specific embodiment and internal logic of the quasi-bureaucratic hierarchical structure model.Combined with the theory of administrative contracting system and section system,the "situation-process analysis" framework of non-staff personnel management is constructed.The changes in organizational management methods are related to the characteristics of internal and external situations of the organization,so this paper summarizes the management mode of the quasi-bureaucratic hierarchical structure of non-staff personnel management on the basis of concern for the internal and external situations of suzhou economically developed towns.Through field research and in-depth interview method,we can comprehensively and deeply understand the structural characteristics of the quasi-discipline stratified structure model and the internal logic of its formation.The study found that the existing management mode of non-staff personnel in economically developed towns can be summarized as "quasi-section hierarchical structure","quasi-section stratified structure" has certain section-level attributes,which are specifically manifested as the establishment of formal rules,powers and responsibilities,hierarchical management and the use of talents,etc.,but due to the limitations of internal promotion,the informal identity of non-staff personnel and the formal legitimacy of the quasi-section stratified structure,it cannot be fully included in the category of sections,and it is summarized as a "quasi-bureaucratic stratified" management model.At the same time,it is found that its existing model still has practical dilemmas such as insufficient system supply in top-level design,insufficient incentive and constraint mechanisms in local practice,and difficulty in controlling personnel expansion,and put forward feasible suggestions such as enhancing political guarantees,strengthening incentive and supervision mechanisms,and controlling personnel increments from the source,so as to further improve the management model of quasi-section hierarchical structure.
