A Study On The Dilemma And Countermeasures Of Flat Reform Of Grassroots Governance

Since the reform and opening up,China has witnessed profound changes in political,economic and social aspects.Against this background,the rising problems in grass-roots governance are also increasingly complex,and the governance model under the traditional bureaucratic framework is gradually showing fatigue when dealing with new governance problems.In the course of time,As an innovation to the traditional bureaucracy,the flat grass-roots governance model of government came into being.Along with the digital reform,this flexible and efficient organizational structure has gradually become the main trend of the administrative system reform.The flat reform of grassroots governance theoretically effectively responds to the dilemma of high cost and low efficiency of traditional grassroots governance.The optimal solution of grassroots governance in the new era is constructed by streamlining administrative levels and pluralistic co-governance.However,in the process of practice,there are also some problems such as excessive work burden and capacity mismatch.Therefore,the research on the flat reform of grassroots governance is of great significance to supplement the theory of grassroots governance.This thesis takes the practice of flat governance innovation and path improvement advocated in the "Municipally Managed Community" in Longgang City,Zhejiang Province as the analysis model.Guided by the theory of interaction between the state and society and the theory of new urbanization governance,this thesis takes the concept,structure,mechanism and means as the analysis framework to sort out the flat governance innovation practice of Longgang "Municipally Managed Community" in detail.In terms of the governance structure,it has advocated the establishment of a framework of party-building guidance and diversified co-governance.In terms of governance mechanism,this thesis advocates the innovation of clear functional boundary and integrated power and responsibility mechanism;As for the means of empowerment,it is necessary to carry out all-round empowerment from three aspects: society,technology and personnel.In terms of governance concept,it sets up the governance concept of people as the center and service management sinking.This thesis combs the achievements of Longgang since the implementation of the "municipally managed community" flat governance innovation: continue to deepen reform and upgrade the flat model;lower the number of layers of management;boost the most streamlined organization to achieve maximum efficiency;promote management services to get down and offer local solutions to grassroots governance issues;promote social participation and fully release social vitality;supported by digital technology,the overall service-oriented government has achieved initial results.At present,the flat reform of Longgang has brought about a significant increase in work burden,presenting the situation of "fewer people and more trifle things",and squeezed space for promotion and exchange of cadres;insufficient linkage between the reform of flattening and large ministry system;the new grassroots governance model without legal and legal support.Finally,this thesis tries to put forward suggestions on improving the path through the research on the flat governance innovation of Longgang "Municipally Managed Community".In terms of structure,it is necessary to strengthen the effectiveness of Party building in guiding governance and enhance the synergy of the "trinity".In terms of mechanism,it is necessary to innovate the responsibility bundling mechanism and promote the integration of interests.As for the means of empowerment,first,we should build a diversified incentive model to stimulate the enthusiasm of officials.Second,it is time to improve the level of grassroots services and promote the specialization of community governance.Third,we need to foster social organizations and build a pluralistic society governed by all.Fourth,we need to continue to deepen digital reform and provide digital technology for empowerment.On the other hand,we should strengthen the construction of the legal system and strive for legislative protection.
