The job satisfaction of basic-level civil servants not only affects the efficiency of basic-level administrative management and the level of basic-level government services,but also affects the interests and well-being of the people.Higher county-level government civil servants’ job satisfaction is an important factor in the healthy development of civil servants’ management.The development of civil servant management is related to the quality and effectiveness of public management of government agencies.The job satisfaction of basic-level civil servants under the background of accountability in the new era is worthy of attention.To begin with,this article summarizes and reviews the related concepts and theoretical foundations of job satisfaction,focusing on the analysis of relevant theories in response to accountability.Secondly,four factors are selected from the many factors that affect the job satisfaction of basic-level civil servants: demographic characteristics,accountability system factors and two factors at work.Among them,the factors that affect job satisfaction are divided into four variables,which are job returns,job responsibilities,working environment,and working conditions,and further study the impact of the four factors on the job satisfaction of grassroots civil servants.The survey object is the Y county government,which collects data in the form of on-site questionnaires.The method of questionnaire data analysis is SPSS26.0 software for analysis.Thirdly,through the final research results,it is shown that the civil servants in the grassroots government of Y County:(1)Job satisfaction is relatively high overall.(2)It is found that some demographic variables of county-level government civil servants have different degrees of significant impact on the job satisfaction of county-level government civil servants.Gender,age,marital status,and rank have an impact on different aspects of grass-roots civil servants’ job satisfaction.(3)Satisfaction factors are different for job satisfaction.Basic-level civil servants are relatively satisfied with the working environment and working conditions,but are relatively dissatisfied with work returns and work responsibilities.(4)The requirements of the new era accountability system for civil servants have had a certain impact on the job satisfaction of basic-level civil servants.(5)From the results of regression analysis of job satisfaction,job returns have the most significant impact on job satisfaction,followed by the impact of job responsibilities and working environment on job satisfaction.Finally,through the analysis and research on the current situation of the work satisfaction of the civil servants in the county-level government of Y County,it points out the problems in the work satisfaction of the county-level civil servants.Based on the above research results,aiming at improving the job satisfaction of the grassroots civil servants,this article combines the accountability system puts forward corresponding countermeasures from five aspects of work remuneration,promotion,working conditions,training,and work responsibilities: First,further strengthen the responsibility of the grassroots civil servant.Second,improve the incentive mechanism of grassroots civil servants,broaden the promotion channels to promote the promotion.Third,expand the diversified training channel,improve the quality ability of grassroots civil servants.Fourth,focus on building a clean and upright political ecology at the grassroots level.Hoping to provide a reference for the management and decisionmaking of the grassroots civil servants in Y County.
