Research On The Integration Of Multiple Subjects In Urban Community Public Security Governance

With the continuous advancement of urbanization,marketization,and informatization in the country,the internal public security situation in communities,as the urban infrastructure,is becoming increasingly severe and complex,and the public security needs of community residents have also shown diverse and differentiated characteristics.Relying solely on the national security body represented by the public security organs has been difficult to respond effectively,so various forms of social security bodies have emerged,with more organizations Groups and even individual residents assume the responsibility of maintaining community security.However,the transformation from an acquaintance society to a stranger society within urban communities has also resulted in a decrease in the interaction between various public security entities within the community,resulting in a serious phenomenon of fragmentation and inability to achieve effective integration,thereby impeding the exertion of its comprehensive effectiveness.Therefore,further research should be carried out on the basis of the diversification of public security entities in current urban communities,namely,the integration of multiple public security entities.This is not only a positive response to the construction of a social governance pattern of co construction,co governance,and sharing,but also a beneficial exploration for promoting the modernization of the national governance system and governance capabilities.This article first further demonstrates the necessity of integrating multiple subjects in the current urban community public security governance from multiple dimensions.The integration of multiple subjects is not only a practical need to alleviate the lack of police capacity,but also an inherent requirement to implement the mass line of public security work,an important means to close the relationship between the police and the people,an effective method to enhance the effectiveness of community residents’ public security participation,and a necessary way to achieve three-dimensional social security prevention and control.Based on community policing theory,holistic governance theory,and social integration theory,this article divides the integration of multiple subjects in urban community public security governance into three levels for research,namely,the participation level of multiple subjects before integration,the coordination level of multiple subjects during integration,and the effectiveness guarantee level after integration.On this basis,this article uses research methods such as literature analysis,investigation,and comparative research to deeply analyze the current problems of insufficient participation,insufficient coordination,and poor effectiveness in the process of integrating multiple entities,and points out that the root causes of the problems lie in the shackles of traditional governance concepts,unclear roles and responsibilities,lack of cooperative linkage mechanisms,lack of motivation for police and civilian cooperation,and weak basic security work.In response to the above reasons,this article has combed and analyzed the specific models in the practice of multi subject integration in countries such as the United Kingdom,Japan,Singapore,and Australia,and summarized useful experience and enlightenment,such as improving the community police service system,deepening police openness,strengthening consultation and communication,and accelerating the decentralization of public security authority.By drawing on the integration experience of foreign countries and combining with the reality of China,a series of integration paths are proposed.At the level of participation,we should strengthen the sense of responsibility of community residents,fully mobilize the enthusiasm of market forces and voluntary organizations for public security,and build a situation of public security governance in which multiple entities participate;On the level of synergy,guide multiple entities to establish the concept of cooperative governance,establish an equal consultation mechanism,collaborative governance mechanism,and information sharing mechanism under the leadership of the Party committee and government,and achieve a cooperative and joint governance pattern of multiple entities;On the effectiveness level,improve laws and regulations,strengthen business training,improve supervision and management,and increase capital investment to consolidate the basic guarantee work for the integration of multiple entities.
