Research On Micro-governance Of Village Residential Environment From The Perspective Of Advantages

Improving the living environment in rural areas and building beautiful and livable villages is the meaning of the rural revitalization strategy in the new era,and it is also the natural move to build a new socialist countryside.In 2021,the five-year action to improve the rural living environment officially kicked off.As governance moves towards administrative and market-oriented direction,governance problems have gradually emerged.Breaking through the shackles of governance and exploring new paths for governance has become a hot issue in the academic circles.As an important force in community governance at the grassroots level,social work can stimulate internal vitality and play a synergistic role in governance by virtue of its unique professional advantages,value concepts,and methodological skills.It is of great significance to solve and prevent governance problems in a planned and step-by-step manner and promote the governance of rural human settlements,which is of great significance to improving the grassroots governance system and innovating grassroots governance.In view of the investigation of policy implementation practice,it is found that after the governance policy is implemented at the grassroots level,it will be refined into a "micro-thing" in village-level governance,that is,clear governance matters.The handling of "micro-things" is accompanied by friction and conflict,causing various "micro-problems".The handling of "micro things" is the basic,and the solution of "micro problems" is the key,which together constitute the micro-governance effect of grassroots communities.In order to further sort out the logical chain of micro-governance of village living environment,the "special rectification project before and after the house" project in S Village,J Town,Zhangjiagang City,was selected as the research object,firstly,the participatory observation method and semi-structured interview method were used to interview grassroots cadres,villager group leaders and villagers in a focused manner,understand and master the implementation of the project,and extract the ways and methods of handling"micro-things" in S village.Secondly,on the basis of the specific description of the two "micro-problem" cases,the generation logic and solution path of the "micro-problem" are analyzed in depth.It is found that the micro-governance of village environment generally presents a governance pattern of "strong administration and weak autonomy".On the one hand,governance has achieved institutionalized and standardized development,forming a "strong administration" effect,and on the other hand,the characteristics of passive and formal governance are obvious,and a situation of "weak autonomy" appears.Thirdly,the practice of micro-governance of village environment is analyzed from three dimensions:national level,local level and village level,and it is proved that the cause of "strong administration and weak autonomy" is"administration instead of autonomy",and the deep reason is that policy practice follows the "problem-based" orientation,and the micro-governance of village environment under the guidance of problem perspective does not see the advantages of the village itself,resulting in the driving force of governance cannot play an effective role.Finally,under the guidance of the theory of advantage perspective and the theory of green social work,the necessity and feasibility of applying the theory of advantage perspective to micro-governance of village living environment is demonstrated by excavating the advantageous value and resource endowment of rural communities and rural residents,and returning to the field of social work to which the dominant perspective belongs,the strategy of micro-governance of village environment from the two aspects of value concept intervention and method intervention is proposed,and then the problems of "weak autonomy" such as insufficient endogenous motivation and low participation of villagers are solved.In order to further optimize the micro-governance system of village living environment and improve the efficiency of village-level governance,it provides a certain reference.
