A Study On The Practice Of Multi-Governance In South Wuliqiao Village,Dali City

Since the reform and opening up,under the rapidly changing social structure,the rural revitalization strategy requires grassroots society to have new driving forces for development,and the establishment of diversified and co governance in rural areas has been an opportunity.As socialism with Chinese characteristics enters a new era,the requirement of "effective governance" proposed by the Party Central Committee in the rural revitalization strategy has become an important standard for measuring the modernization of the national governance system and governance capacity.Based on the requirements of the new era of socialism with Chinese characteristics,the fundamental political stance of the Party,and the statement in the report of the 20 th National Congress of the Communist Party of China that "the mountains and rivers are the people,and the people are the mountains and rivers",under the leadership of the Party Central Committee,Adhering to the principle of putting the people first,transforming the Party’s leadership advantages into rural governance advantages,and addressing the increasingly strong interests and demands of rural areas under the guidance of Party building and diversified co governance,has important theoretical and practical significance for promoting the modernization of rural governance system and solving governance difficulties.This paper is divided into five parts.The first chapter describes the theoretical basis of the study of social governance in rural villages in the research site.The second chapter describes the basic practices of social governance in rural villages in the research site,and through field surveys,questionnaires and other research methods,the basic village situation of Nanwuliqiao Village in Dali City,the governance led by the Party building and the governance promoted by the "integration of three governance" are analyzed.The study also analyses four aspects of governance: the participation of the cause of national unity and progress in governance,the participation of the government,society and individuals in governance,the contribution of women’s deliberation to shared governance,and the introduction of scientific research and university cooperation in governance.Chapter 3discusses the problems of social governance in the village and proposes solutions to further improve social governance in the village;Chapter 4 proposes countermeasures to further promote multi-governance in the village;the conclusion summarises the content of the paper.Throughout,this article breaks through the traditional idea of talking about rural governance from the participation of multiple subjects,and takes "people as the centre" as the purpose.In the process of exploring the modernisation of the rural governance system,the article insists on the leadership of Party building,builds on the characteristics of ethnic areas,gives play to geographical advantages,faces many interests and demands,unites the strengths of various governance subjects,solves the difficulties faced in governance,and transforms from "participatory" governance in the past to "multi-governance".Based on this,this paper selects Nanwuliqiao Village in Dali City as the research point based on the typicality of the case.By using the methods of field research,literature research,summary and induction,and taking its rural grass-roots party organizations as the research object,this paper analyzes and summarizes the formation process,current situation and important contemporary values of the party building leading pluralistic governance in Nanwuliqiao Village,Dali City,expounds the achievements of local economic development and other aspects,summarizes experience,puts forward their own understanding and thinking,and takes this as the starting point,I hope to provide a useful supplement to the current research on diversified co governance in rural areas.
