Grassroots governance is the cornerstone of national governance,and China is a major agricultural country.Therefore,rural grassroots governance is an important component of national grassroots governance.The purpose of rural grassroots governance is to achieve good governance at the grassroots level.However,as China’s rural areas are vast and complex,with the construction of urbanization,social conflicts and interest disputes arising from the lack of citizen participation in the process of Eminent domain continue,making the governance of rural grassroots more complex.Therefore,in order to promote the healthy development of rural areas,accelerate urbanization,and improve the level of rural grass-roots governance,more policy measures must be taken to promote citizen participation in Eminent domain,and ultimately achieve good governance at the rural grass-roots level.From the perspective of grassroots governance,this article first defines the connotation of grassroots governance and citizen participation,comprehensively reviews the relevant policies of land acquisition in China,clarifies the relationship between grassroots governance and citizen participation in rural land acquisition,and attempts to explore the integration of relevant concepts of people’s democracy throughout the process based on governance theory and citizen participation ladder theory,and construct a theoretical model of participatory governance throughout the process.Taking the specific governance events of land acquisition in A Village,H Town as the starting point,through a combination of field survey questionnaires and interviews,we understand the current situation of the types of participants,methods of citizen participation,degree of citizen participation,and effectiveness of citizen participation in land acquisition in A Village,H Town.We found that there are problems such as obvious utilitarian motivation for citizen participation,low level of institutionalized participation,and insufficient procedural rights protection for the entire process of participation.Based on a participatory governance model throughout the entire process,this study explores the reasons for the existing problems from multiple perspectives such as land expropriated farmers,grassroots governments,village committees,and third-party institutions.Finally,in response to the problems and reasons,it proposes strengthening the status of citizens as the main body,improving the level of grassroots government governance,clarifying the main responsibilities of rural grassroots autonomous organizations,and promoting third-party social stability risk assessment.Constructing and improving a mechanism for orderly citizen participation from four aspects: mobilizing the subjective initiative of citizen participation,providing a good environment for citizen participation,providing organizational guarantees for citizen participation,and providing social strength for citizen participation,in order to provide endogenous strength for achieving good governance at the grassroots level in rural areas.
