With the continuous development of "Internet plus government service",Shanghai regards the "One Network for All" government service as the symbol of building smart management of the city,as the brand of cultivating service pacesetters,and as the key to improving public participation and satisfaction.It requires all functional units of the city to jointly run online,jointly build a "One Thing" business management system,and form a government service system integrating "One Network Acceptance,Joint Handling,and Integrated Management".Since Shanghai released the Work Plan for Comprehensively Promoting the "One Network for All" and Accelerating the Construction of a Smart Government in 2018,and formally implemented the "One Network for All" reform of government services,after three years of construction and implementation,the "One Network for All" government services in Shanghai transportation have initially met the conditions for further optimization.This study is based on this background and in combination with the actual handling situation.Based on the new public service theory,the government process reengineering theory,with the help of literature analysis and interviews,this paper takes the problems encountered and the achievements achieved in the implementation of the "One Network for All" by the Administrative Service Center of Shanghai Municipal Communications Commission as the research object,so that the research content is more consistent with the actual problems;With relevant staff and working people as the interviewees,conduct field visits and research to understand the difficulties and difficulties in the process of promotion,and propose corresponding solutions for how to better deepen the "Internet plus+government services",how to promote the "One Network for All" work and how to improve service efficiency.At present,there are the following problems in the "All in One Network" government service of Shanghai Transportation: the government is not comprehensive enough,there are still "gaps",the integration of business processes and content is low,information integration is not enough,the service channel is relatively single,the system user utilization rate is low,the top-level design is divorced from the actual needs of users,the legal construction is lagging behind,and the constraint integration efficiency is improved.Based on the theory of government process reengineering and the new public service theory,combined with the actual situation of Shanghai’s transportation "one network for all" government services and the needs of optimization goals,this paper believes that the next optimization path is as follows: First,optimize the top-level design and deepen process reengineering;Second,change the inherent thinking and innovate the service concept;Third,improve laws and regulations,and improve the integration efficiency.
