| With the rapid development of economy and society,the number of cases in basic courts and the pressure on judges to handle cases gradually increase.As an important way of judge management,the post judge performance appraisal system in recent years has been affected by such factors as lagging assessment concept,administrative assessment system,and neglect of assessment objects,so that the work enthusiasm of judges can not be fully mobilized,and the work efficiency can not achieve the best play,which affects the development of the court cause.Under the new situation,how to optimize and adjust the performance appraisal system of judges in basic courts,stimulate and enhance the enthusiasm of judges in basic courts to the maximum extent,and motivate and restrict judges in basic courts to earnestly perform their duties has become a major issue in the construction and management of the current court team.This paper takes the post judge performance appraisal system of the people’s Court of P county of S Province as the research object,takes management by objectives and performance appraisal as the main theoretical basis,and according to the relevant research process of performance management in public management discipline,collects first-hand performance information by interviewing the post judge of P county of S province and issuing questionnaires.This paper analyzes the problems existing in the current assessment system of the court in the aspects of assessment index design,function positioning,method design,results application,and so on.By studying domestic and foreign literature,comparing the advantages and disadvantages of the advanced post judge performance assessment system at home and abroad,and combining with the actual work,this paper puts forward feasible suggestions for the development of the post judge performance assessment system of the basic court.It puts forward the value orientation of strengthening judicial fairness and efficiency,promoting rational allocation of resources and improving the quality of post judges.It is necessary to enrich the assessment methods by expanding the assessment subject,clarifying the assessment process,integrating the quality assessment and strengthening the digital empowerment.We should optimize the examination content by clarifying the examination object,improving the examination index and optimizing the complexity coefficient.By giving full play to the guiding,motivating,punishing and educational functions of the post judge performance appraisal system,the application of appraisal results is strengthened. |
