The question of the incentive of civil servants is a focus problem of China's administrative system,also is a hot issue of social concern.Township civil servants play an important role in public management,for promoting grass-roots development and maintaining grass-roots stability,it's very important to keep them stable and encourage their initiative and creativity in their work.It is necessary to adopt incentive measures for improving the egree of satisfaction and stimulating the enthusiasm of them,only do this can maintain the group stability and grass-roots stability,also can improve the administrative efficiency and raise the service level of township government.So it must not be overlooked and needs to be solved urgently.At present,there are still many problems with the incentive of township civil servants,because they are dissatisfied with the status quo,so chose to escape from the grass roots,and it causes brain drainand,now the society has been concerned about this,and the government pays high attention to it.For studying the incentive problem of township civil servants,the writer has read a large number of incentive-related theoretical books and articles,then chooses Motivator-hygiene Theory as the basis,draws on a method of social surveys from Frederick Herzberg's Motivator-hygiene Theory,takes Jinxian County as a research background and take the township civil servants as the research object,finally adoptions a method of Satisfaction Assessment to analyse the Influencing factors of the incentive.This paper carries on the questionnaire test and the interview to know their views and judges on the status quo,and find out these prominent questions about the incentive of township civil servants by combining quantitative analysis with qualitative analysis.This paper compares the data from the surveys of job satisfaction of township civil servants in Jinxian County,and finds that they are general satisfaction with the job,but in the survey of job willingness,most of people want to move the job to the institutional units in the county seat,even a small number of people have plans to quit,they express strong dissatisfaction with the wage system,welfare system,working environment and conditions.For this,in view of the problem about strengthening hygienical function of the township servants,suggest to take three ways,include rational design of wage system,improvement of welfare guarantee level and improvement of working environment in township.And they are not very satisfied with promotion system,reward and punishment system,education and training system,and complain that it is too hard to get opportunities for promotion,rewards,training,and the punishment system ismore stricter,so they are less motivated to work.For this,in view of the problem about consummating motivational function of the township servants,suggest to adopt effective measures by widening promotion channels,optimizing reward and punishment systems,strengthening capacity training to resolve these problems.The writer through the comprehensive analysis of the present situation and analysing the existing problems,and the causes of the problems of the incentive of the township civil servant by the example of Jinxian County,then puts forward the corresponding improvement measures,and hopes to provide reference for improving the incentive environment of township civil servants,optimizing the incentive path of township civil servants and improving the satisfaction level of township civil servants.
