On June 1,2019,the “Civil Servants Positions and Terms of Positions” was officially implemented,and the “Regulations”further promoted the classification reform of civil servants in my country,and further improved my country’s civil servant system.The promulgation of parallel grades of civil servants marks that civil servants are about to usher in another rising channel.However,although the higher-level departments have tilted towards towns and towns in terms of promotion and wages and welfare,the increasing tasks,all-year-old status,the introduction of the “Regulations” has broaden the promotion of civil servants in townships to a certain extent,so that the township civil servants are more hopeful and indirectly slow down the speed of the loss of civil servants in townships,but it has not fundamentally solved the problem of “loss of civil servants towns and townships”.Under the current situation,exploring the more scientific and reasonable management measures for township civil servants can make township civil servants more actively take root in the grassroots level,attract more high-level talents to build the grassroots level,thereby promoting the township government to carry out work more efficiently and accelerate the realization of rural revitalization.As we all know,for any organization,it is true for the government to achieve sustainable and stable talent teams.The improvement of the ruling ability of the township government and the long-term stability of the cadre team are of profound significance to promote the in-depth implementation of the rural revitalization strategy in rural areas.As a operator of national power,in order to effectively fulfill their functions and serve the people wholeheartedly,they must serve the people.With abundant and stable talent resources as a guarantee,if the civil servants are not equipped or the team is not stable enough,it will inevitably affect the effective play of its functions.Based on the research on the research on the loss of talents at home and abroad and the study of the loss of talents and the loss of civil servants in the township,the relevant concepts are defined,and the theoretical basis for the influencing factors of the rowing civil servants is based on the theory of Maslow’s demand layer and the theory of bilateral factors.Through detailed analysis of the current situation of civil servants in Qunan townships,B County,in recent years,through interviews with the current civil servants in Qunan townships,B County,and returning to civil servants in the past five years,the status and characteristics of civil servants in Qunan townships,B County,and on this basis,it proposes countermeasures and suggestions to restrict the loss of the loss of township civil servants.Through analysis,the following conclusions are drawn: The loss rate of civil servants in Qunan townships,B County,is generally high.Among them,the promotion space,salary,work intensity,living environment and management system,the place where the household registration is located and the place of work,etc.,all affect the grassroots level.Important factor for the loss of civil servants.By referring to the advanced civil servant management model of relevant countries and regions and some cities at home and abroad,try to formulate a reasonable assessment from the three levels of strengthening the humanistic care of township civil servants,strengthening the positive inspiration of township civil servants,and strengthening the system construction of township civil servants.Countermeasures such as mechanisms,increasing wages and income of township civil servants,standardized learning and training,and broadening the promotion channels.The aim of giving hope in politics,economy,and personal prospects to enhance the “rooting”awareness of civil servants in townships and townships,improve the overall stability of the township civil servants,and promote the construction of township civil servants and improve the administrative effectiveness of the township governments.At the same time,by using the four townships in Qunan townships,B County,as a sample,it has promoted the construction of the township cadres in the entire city of Y.
