In recent years,China’s economic development has entered a"new normal".The impact of the new normal on the development of China’s enterprises is comprehensive.The slowdown of economic growth makes the production and operation pressure of enterprises become greater.The structural optimization and upgrading makes some old capacity enterprises face elimination.These effects may lead to the intensification of labor relations conflicts in China.Therefore,under the new normal,it is necessary to study the governance mode of labor relations.This paper mainly explores the governance mode of labor relations based on stakeholder theory.At first,through the literature research method,this paper collects and analyzes the literature,research results and legal documents of stakeholders and labor relations governance,which lays a theoretical foundation for this study.Then,through the narrow definition of stakeholders,this paper defines the stakeholders of enterprise labor relations,and analyzes the interest demands and conflict points among the stakeholders.The results show that the purpose of stakeholders participating in the governance of labor relations is to maximize their own interests,but this self-interest is also the root of the conflict of labor relations.In order to adapt to the changing social and economic development environment,this paper proposes a Multi-governance model based on benefit sharing for enterprise labor relations,that is,based on the Internet plus labor relations big data platform,relying on the Federation of social organizations surpassing individual enterprise unions,it designs a dynamic balance mechanism of interest monitoring and feedback correction,and an information sharing linkage decision machine.In order to realize the cooperative governance of labor relations based on benefit sharing,we should build an interactive check and balance system in the governance of labor relations.However,the multivariate governance model based on stakeholder theory will still face many challenges in practice:for example,the strong power of the government leads to the dependence and payment of other cooperative subjects;the complex internal governance relationship of the Federation of social organizations;the profit seeking nature makes enterprises speculative in social responsibility.Based on this,this paper argues that the government should create a good external environment for the governance of enterprise labor relations based on the concept of service-oriented government,encourage enterprises to actively build harmonious labor relations,fully protect the legitimate rights and interests of workers by empowering the Federation of social organizations,and guide consumers to supervise enterprises to attach importance to labor relations.This paper mainly adopts the normative analysis method,through mining the guiding significance and instrumental value of stakeholder theory for labor relations governance,based on the rational analysis,describes the proper meaning of labor relations governance,and constructs a Multi-governance model of enterprise labor relations with benefit sharing.The research of this paper,with the nature of exploratory research,is a theoretical thinking on how to deal with the increasingly complex enterprise labor relations under the "new normal" economy.Therefore,whether the optimization of the model theory construction or the operation of the model practice application,all need further research.
