Homogeneous competition has always been a classic issue in the field of management.Whether the management goal can be achieved depends largely on the way and effectiveness of competition,and homogenization competition is one of the most prominent forms of ineffective competition.County in the new stage of development,the quality of development cannot leave the talented person’s support,in order to realizing the effective governance of the region,each region has adopted a series of means of competition,but the parties competing angled reveal the characteristics of highly homogenized,leading to the county talent introduction of zero and problems,the problem clearly the vicious competition of talent.How to adopt differentiated talent competition strategy to resolve the dilemma faced by county talent introduction affects the effect of county high-quality development and the smooth realization of the goal of rural revitalization.Taking Q County,D City talent introduction,for example,on the theoretical analysis of homogenized competition perspective,the siphon effect under the shadow of the county is located in the provincial capital cities talent introduction problems are studied,through the historical context of Q County talent introduction policy,using the case method and interview method,push-pull theory as the analysis tool,found four county talent introduction problem representation,respectively It is the government’s unclear position,the serious brain drain,the unknown supply and demand of talents,talents "only use" prominent phenomenon.The reasons can be summarized as the following four points:homogeneous competition of county talent introduction,the siphon effect of provincial capital cities,The industrial foundation is weak,and the obstacles of national system.Zero-sum game is a prominent representation of the problem of talent introduction.Homogeneous competition is the root cause of the zero-sum problem,and the fundamental way to solve this problem is to implement the strategy of talent differentiation competition.Based on the empirical research,this thesis puts forward four suggestions to solve the problem of county talent introduction in the process of talent introduction at county level.Second,innovate the way of talent introduction;Third,the establishment of talent supply and demand platform;Fourth,the use mechanism of innovative talents.Through the talent differentiation competition strategy based on its own reality,it can effectively introduce more suitable talents and help the county to achieve high-quality development.
