Practical Exploration Of Monitoring And Management Of Government Purchasing Social Work Service Projects

Under the strong support and guidance of Guangdong Provincial Party Committee and Guangdong Provincial Government,and riding the national policy of deepening social management and service reform and innovating social governance,Guangzhou took the lead and officially opened the pilot project of Guangzhou Social Work Station in 2008.After more than ten years of exploration and development,Guangzhou’s social work has made gratifying achievements in financial investment,talent team construction,and the cultivation of social work institutions,but there are also many challenges.Social work is a part of the national welfare supply system,and its development is mainly driven by the national government departments,so the development of social work is closely linked to the social policies of the government departments.This paper takes Guangzhou Social Work Station as the research object to study at Guangzhou Social Work Station through field research and literature research study.By purchase of services,the government has changed from a direct provider of social welfare services to a buyer and manager of services,and the role change also brings a series of new challenges to government departments.At present,the undertakers of social work service projects are mostly social organizations registered with civil affairs departments and private non-enterprise units registered in civil affairs departments.In the process of service purchase,service operation and service development,the quality and level of purchasing services are uneven due to the professional ability and management ability of the undertakers.As the purchasing subject,how the government should play the role of monitoring and management,ensure the smooth operation of purchasing service projects,and provide appropriate and quality services for the broad masses of the people has become an important topic.By visiting the relevant monitoring and management subjects of some social work stations in Guangzhou,I learned about the difficulties and pain points in the monitoring and management process of Guangzhou social work stations,summarized the achievements and deficiencies under the existing mechanism,and provided development countermeasures for the monitoring and management of the government’s purchase of social work services.It is found that the main deficiencies of the government purchase of social work service projects are the insufficient operability of relevant monitoring and management systems,insufficient participation awareness and ability of multiple subjects,insufficient third-party evaluation mechanism,redundant project information and insufficient timeliness of risk control.To put forward to improve the government purchase of social work service monitoring and management of institutional construction,build the monitoring management system,improve the third party evaluation system and establish high information service management and information publicity platform countermeasures,as the government to buy social work service monitoring and follow-up development of management Suggestions.
